According to Vo Tan Duc, Chairman of the Provincial People's Committee, Dong Nai is targeting double-digit economic growth in 2025. To achieve this goal, one of the top priorities is to fully disburse public investment capital as planned. However, as of late September, the province's disbursement rate remained behind schedule.
Assessing the causes, Chairman of the Provincial People’s Committee Vo Tan Duc pointed out three main groups of reasons: site clearance, coordination among agencies and units in implementing tasks, and the capacity of construction contractors. Among them, obstacles in site clearance remain the biggest bottleneck affecting disbursement progress.

Emphasizing that the remaining time of 2025 is limited while a large amount of capital still needs to be disbursed, Chairman of the Provincial People’s Committee Vo Tan Duc urged all units and project owners, especially those allocated major funding sources, to “work day and night” to meet their disbursement commitments.
The Department of Finance (DoF) has been tasked with reviewing and updating the capital plan and progress of each project, and reporting to the Provincial People's Committee every Thursday on the disbursement performance of each implementing unit. The report must clearly identify units with disbursement rates below the national average. Leaders of these units are required to take responsibility before the Provincial People's Committee.
Before October 15, project owners are required to submit detailed critical path schedules to the Department of Finance for each project, clearly outlining obstacles and proposed solutions to address any delays. The Office of the Provincial People's Committee is responsible for monitoring the progress of implementation based on the committed schedules.
The Department of Agriculture and Environment will coordinate with localities to remove difficulties in site clearance. Heads of communes and wards must take responsibility for clearance work in projects passing through their areas. The Department of Home Affairs, in coordination with the DoF, will propose mechanisms to evaluate and handle leaders of units that are slow in public investment disbursement.
Particularly, project owners must strictly handle and terminate contracts with construction contractors that fail to meet progress requirements.

According to the DoF, the total public investment capital planned for Dong Nai in 2025 exceeds VND 25.6 trillion. As of late September 2025, nearly VND 13 trillion had been disbursed, equivalent to 40.5% of the plan assigned by the Prime Minister. Excluding the VND 8 trillion allocated for the Gia Nghia–Chon Thanh expressway project and the VND 1.2 trillion recently added, the province’s disbursement rate reached 57% of the plan.
