The projects to upgrade, expand, and invest in the construction of Provincial Roads 25B and 25C, undertaken by Dong Nai province, aim to enhance traffic connectivity for Long Thanh International Airport. Therefore, as the operational date for Phase 1 of Long Thanh Airport approaches, the progress of these two projects is also entering the "sprint" stage.

Efforts underway to open main routes on schedule
The project to upgrade Road 25B (the section from Nhon Trach commune center to National Highway 51) and construct Provincial Road 25C (from Provincial Road 19 to National Highway 51) is being implemented by Dong Nai to enhance traffic connectivity from Long Thanh Airport to Ho Chi Minh City. Both projects commenced in early 2025, with substantial completion targeted for the end of 2025 and operational opening expected in the first half of 2026.
According to the plan, Provincial Roads 25B and 25C will link Long Thanh Airport via National Highway 51 to the Ben Luc - Long Thanh Expressway and Ring Road 3 - Ho Chi Minh City. This initiative will establish traffic routes connecting Long Thanh Airport with Ho Chi Minh City, thereby helping to alleviate congestion on the Ho Chi Minh City - Long Thanh - Dau Giay Expressway.
The projects to upgrade, expand, and invest in the construction of Provincial Roads 25B and 25C have a total investment of over 2 trillion VND.
According to the Provincial Construction Investment Project Management Board, for the Provincial Road 25B Upgrade Project, there is currently one package under construction, with the implementation value reaching nearly 17% of the signed contract value.
Nguyen Linh, Deputy Director of the Provincial Construction Investment Project Management Board, stated that the target of technically opening the main route of the Provincial Road 25B Upgrade Project by December 19, 2025, remains largely on schedule. “At present, approximately 3 kilometers are ready for asphalt paving; however, due to unfavorable weather conditions, the paving of this section has been postponed.”
A key advantage of the Provincial Road 25B Upgrade Project is that approximately 70% of the site area has already been handed over. Additionally, the relocation of technical infrastructure systems is being implemented, essentially meeting the schedule.
Meanwhile, for the Provincial Road 25C Construction Project, the handed-over site area remains limited, which is insufficient for contractors to carry out construction of the project’s components.
Early completion of site clearance work
According to Ho Van Ha, Member of the Provincial Party Committee and Vice Chairman of the Dong Nai People’s Committee, Long Thanh Airport’s Phase 1 is anticipated to begin commercial operations in the first half of 2026. The Road 25B Upgrade and Provincial Road 25C Construction projects are designed to enhance traffic connectivity for this phase of the airport, making timely completion crucial. Consequently, any obstacles in site clearance for these projects must be addressed swiftly.
The Road 25B Upgrade and Provincial Road 25C Construction projects are being implemented in the communes of Long Thanh, Nhon Trach, Phuoc An and Long Phuoc, Dong Nai province.
For the Provincial Road 25B Upgrade Project, Tran Van Bay, Director of the Nhon Trach Branch of the Land Fund Development Center, stated that the biggest challenge is the existence of approximately 123 cases where landowners have not been identified, thereby hindering the progress of compensation procedures.
Additionally, the relocation of the D600 water supply pipeline by Dong Nai Water Supply Joint Stock Company has not yet been completed, resulting in a delay in the site handover for construction.
For the Provincial Road 25C Construction Project, the Provincial Construction Investment Project Management Board has urged the Nhon Trach and Long Thanh branches of the Land Fund Development Center to expedite site clearance, aiming to hand over the entire project area by October 2025. Subsequently, the unit will instruct contractors to commence construction work to ensure the project is completed on schedule as directed by the Provincial People’s Committee.
Tran Van Bay, Director of the Nhon Trach Branch of the Land Fund Development Center, stated that for this project, some households have not yet agreed to the compensation rates. In addition, there are currently no specific regulations in place for fully calculating all applicable policies, particularly compensation for crops and livestock belonging to households within the project area. As a result, the unit has proposed that the Provincial People's Committee instruct relevant departments to issue timely guidance to help resolve these obstacles.
