Following administrative restructuring, Xuan Hoa Commune has become a gateway locality of Dong Nai Province, serving as a key connection point to the central and northern regions via National Highway 1 and the North-South Expressway. Its strategic location offers favorable conditions for trade and commercial development, with strong potential for industry, particularly in manufacturing and processing, as various industrial zones and clusters are already taking shape or under planning.

To steer local economic development in the right direction, besides investment support from the province, the commune hopes that businesses operating in the area will proactively engage, contribute ideas, and collaborate in shaping local development goals.
Strong potential and promising opportunities
National Highway 1 runs 22.8 kilometers through Xuan Hoa, while the Dau Giay-Phan Thiet Expressway covers 6.7 kilometers across the commune. The presence of National Highway 1 is considered a major advantage for the commune’s socio-economic development, particularly in the fields of industry, services, and commerce.
In terms of concentrated industrial development, the commune is currently home to Xuan Loc Industrial Park, which employs over 20,000 workers. Xuan Hung Industrial Cluster is expected to begin operations in the near future. Additionally, the first phase of Xuan Hoa Industrial Park, covering 485 hectares, is undergoing detailed zoning planning. These industrial zones and clusters are set to become key drivers for attracting large-scale industrial investment and promoting the commune’s economic restructuring toward modernisation.
In agriculture and forestry, the commune has developed several value chain linkages. Key fruit-growing areas have adopted safe production practices. Residents in the locality have demonstrated dynamism and creativity in agricultural activities, actively restructuring crop and livestock models to suit local conditions. The commune has also introduced high-quality processed agricultural products, certified under rural industrial product standards and the One Commune One Product (OCOP) program.
According to Le Van Nam, Deputy Party Secretary and Chairman of the Xuan Hoa Commune People’s Committee, the commune has a large land fund well-suited for the development of industrial zones, commercial-service areas, high-tech agriculture, and even eco-tourism. Additionally, the local labor force is abundant, with over 78,000 residents, including more than 46,000 people of working age. This feature offers a substantial workforce to meet the needs of future investors and supply labor to industrial zones and clusters.
Besides attracting investment in industry, commerce, and services, Xuan Hoa Commune hopes the province will continue to support the development of key transportation projects that connect industrial parks and major roads, thereby maximising the economic potential of roadside land.

Cooperation for mutual development
At the Economic and Social Development Orientation Conference hosted by Xuan Hoa Commune in August, numerous agencies and enterprises shared valuable input.
According to Pham Viet Phuong, Deputy Head of the Management Board for Industrial Parks and Economic Zones of Dong Nai Province, Xuan Hoa needs to clearly identify its strengths and compare them with neighboring localities and major economic hubs in the province to devise effective investment attraction strategies. The commune should also establish a clear list of industrial and service sectors it can attract, including auxiliary service industries.
For local businesses currently operating in Xuan Hoa, building strong connections with local authorities is essential. Many enterprises expressed their hope that the commune will continue to provide favorable conditions for business operations and eventually support the establishment of a local business association to foster collective strength and cooperation for development.
Ho Son Tu, Director of Ho Son Tu Trading and Service Co., Ltd., based in Xuan Hoa Commune, said his company specializes in producing and trading wooden furniture. With the existing potential and advantages, both the commune and local businesses have ample opportunities for cooperation and growth. He affirmed that enterprises will strive to expand operations and explore new investment prospects, especially with continued support and engagement from the commune.
Ta Quang Truong, Party Secretary and Chairman of the Xuan Hoa Commune People’s Council, said that all feedback from agencies and businesses has been taken into account and will be studied to formulate future economic development policies. The commune is committed to fully tapping into its potential and connecting with other localities to maximise development opportunities. Throughout this process, Xuan Hoa hopes to continue receiving support from the province and relevant departments, along with cooperation from the business community, to help build a modern and sustainable future.
