This initiative is one of the province's key transport infrastructure projects, playing an important role in driving socio-economic development and shaping urban growth.

Road construction package to break ground this September

The Cai riverside road will span nearly 4.6 kilometers, connecting Ha Huy Giap Street to Tran Quoc Toan Street and passing through Tran Bien and Tam Hiep wards in Dong Nai Province.

By the end of 2023, two main packages of the project had already been launched. Among them is Package 10, covering the construction of 5 bridges along the route and their approach roads. Another ongoing package is Package 20, involving the relocation of high-, medium-, and low-voltage power lines, substations, and lighting systems.

According to the Provincial Construction Investment Project Management Unit, of the five bridges currently under construction along the route, Chim Tau Bridge and Suoi Linh Bridge have largely received the necessary site clearance for construction. However, the remaining three bridges, Tan Mai, Rach Gio, and Ba Bot, are still facing site clearance issues at their approach road sections.

Nguyen Linh, Deputy Director of the Provincial Project Management Unit for Construction Investment, stated that for Package 10, the accumulated value of completed work to date has reached 96 billion VND, equivalent to 59 percent of the signed contract value.

Meanwhile, the road section of the project has yet to break ground due to unresolved site clearance issues. So far, only about 2,4 hectares out of the required 13 hectares have been handed over. Moreover, some of the transferred plots are scattered and not contiguous, making it impossible to launch bidding for the construction contract.

Nguyen Duy Tan, Chairman of the Tran Bien ward People's Committee, said that the Provincial Construction Investment Project Management Unit has been coordinating with Tran Bien ward to accelerate land clearance and meet the conditions necessary for groundbreaking of the road section.

"Tran Bien ward is currently carrying out procedures to reclaim 5 plots adjacent to the Dong Nai Petroleum Company land (Hang Dau area) to hand over for the start of construction on the road section of the Cai riverside road project in September 2025," Nguyen Duy Tan added.

Project set for completion in 2025

According to the set goal, the Cai riverside road project is slated for completion in 2025. One of the biggest obstacles to meeting this goal is site clearance.

The Provincial Construction Investment Project Management Unit emphasized that, particularly for Package 10, it urgently needs the immediate handover of land for the approach roads to Tan Mai bridge, Rach Gio bridge, as well as the approach road area at abutment M1 of Ba Bot bridge.

According to the Provincial Construction Investment Project Management Unit, the Cai riverside road project requires land acquisition from 338 households, covering a total area of nearly 15 hectares. As of now, the unit has received two handovers totaling about 4 hectares, equivalent to 25 percent of the required area. The first handover, on December 29, 2023, involved nearly 1.4 hectares for Package 10. The second, on April 16, 2025, transferred about 2.4 hectares for the road section.

For the remaining land needed to construct the road section of the project, the Provincial Construction Investment Project Management Unit has requested the Bien Hoa branch of the Land Fund Development Center to urgently resolve existing obstacles and complete the handover by September 2025. This undertaking is to ensure that the construction of the Cai riverside road project can be completed within the year.

In Official Document No. 4903/UBND-KTN dated September 9, 2025, addressed to the directors of the Departments of Construction, Agriculture, and Environment, the leadership of the Provincial Land Fund Development Center, the Provincial Construction Investment Project Management Unit, and the chairpersons of Binh An and Phuoc An communes, Vo Tan Duc, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, assigned the Department of Construction to inspect the construction progress of the Cai riverside road project, consolidate findings, and submit proposals for the Provincial People's Committee to direct efforts to accelerate project implementation.
