Removing land-related obstacles: "Key" to achieving budget revenue targets

In 2025, Dong Nai sets a dual goal: double-digit economic growth and 100 trillion VND in state budget revenue. This target is a great determination of the Party Committee, government, and residents of the province in the context of recent mergers.

To achieve this goal, the province must implement a range of coordinated solutions, with resolving land-related obstacles considered the "key."

Bottlenecks in many revenue-generating projects

Land is a key source of revenue in the province's budget structure. However, this sector remains a “bottleneck,” stalling many projects and hindering both revenue generation and the disbursement of public investment capital.

One of the common obstacles is the delay in land-use planning and land-use plans. Adjustments to planning, approval of detailed plans, and land-use schedules have not been carried out in a timely manner, causing many projects to fall behind schedule and resulting in missed revenue from land.

Prolonged legal procedures are also a contributing factor affecting revenue. Specifically, the numerous steps involved in land allocation, land leasing, and land-use conversion have delayed project implementation. Starting July 1, 2025, the decentralization of authority to the commune level for approving detailed planning, site clearance, and land allocation introduces additional challenges. In reality, many land plots already have investors with available resources ready to carry out projects in line with approved plans. However, without land allocation decisions in place, land use fees cannot be collected.

Slow site clearance for projects serving socio-economic development is also a contributing factor. In many cases, a lack of public agreement on compensation and support plans has delayed land handover, prevented project commencement, and stalled revenue from land.

Another notable bottleneck is the auction of land-use rights. Many land plots cannot be put up for auction due to procedural hurdles or delays in planning adjustments. In some cases, plots have been auctioned two or three times without success, resulting in budget shortfalls. For instance, in Binh An commune, there are two large land plots, over 77 hectares and 35 hectares, located in a prime position at the gateway to Long Thanh Airport, adjacent to the Bien Hoa - Vung Tau expressway and National Highway 51. Despite an estimated auction revenue of more than 6.5 trillion VND, slow boundary adjustments and planning approvals have so far prevented the province from tapping into this revenue source.

Under current legal regulations, land-related revenues include land use fees, land and water surface lease fees, land use taxes, various service fees, and administrative fines in the land sector. Resolving the obstacles above is not only essential for unlocking revenue potential but also a strategic solution to drive socio-economic development. Once the land-related bottlenecks are removed, this resource can serve as a "lever" for the province to accelerate its growth.

As of the end of August 2025, Dong Nai's budget revenue reached over 57 trillion VND, equivalent to 81% of the government's assigned estimate and 77% of the provincial People's Council's assigned estimate. This accomplishment is a positive result, reflecting the great efforts of the entire political system, business community, and people.

Determination made to "finish" budget revenue

Nguyen Tuan Anh, Provincial Party Committee member and Director of the Department of Agriculture and Environment, stated that in order to resolve land-related obstacles and simultaneously implement a range of new tasks delegated to wards and communes starting July 1, 2025, the Government has issued several important decrees. These include Decree No. 151/2025/ND-CP dated June 12, 2025, on the division of authority between the two levels of local government, as well as decentralization and delegation of power in the land sector; and Decree No. 226/2025/ND-CP dated August 15, 2025, which amends and supplements several articles of decrees detailing the implementation of the Land Law.

Implementing this policy, the Department of Agriculture and Environment advised the Provincial People's Committee to issue 19 decisions announcing the list of administrative procedures and 17 decisions approving electronic processes for resolving administrative procedures in the fields of agriculture and environment. In parallel, the sector also organized many training conferences and professional guidance for commune-level officials to operate the 2-level local government model effectively.

Along with improving mechanisms, the province also proposed to the Central Government to remove practical difficulties such as land price determination, compensation and resettlement work to ensure that project implementation is not obstructed and to supplement land revenue for the budget.

Ho Van Ha, Provincial Party Committee member and Vice Chairman of the provincial People's Committee, stated that this year the province is determined to collect around 21 trillion VND from land-use rights auctions. Priority will be given to land plots in prime locations, with large areas, high value, and strong investment appeal, or that have already attracted investor interest. At the same time, the province is working to remove obstacles in projects aimed at generating revenue from land allocation with payment and land leasing.

"The province expects that the land plots prepared for auction in Q4-2025 will bring thousands of billions of VND to the budget," shared Vice Chairman of the Provincial People's Committee Ho Van Ha.

Vo Tan Duc, Deputy Secretary of the Provincial Party Committee and Chairman of the provincial People's Committee, stated that reaching the 100 trillion VND milestone requires significant effort from the entire political system, the business community, and the people. In addition to routine measures, the province has put forward several decisive supplementary solutions, such as expediting the appraisal of dossiers for land allocation, land leasing, and land-use conversion; increasing land-use rights auctions; and effectively implementing compensation, support, and resettlement to ensure project progress.

Also, according to the Chairman of the Provincial People's Committee, in the coming time, all levels of government must uphold the highest responsibility, accelerate actions, promptly remove difficulties for businesses and people, and at the same time tighten discipline in budget revenue and expenditure management. The business community needs to promote innovation, creativity, proactive production and business, and actively contribute to the budget. The people in the province continue to promote the tradition of solidarity, working together with the government and enterprises, practicing thrift, raising awareness of law observance, especially tax obligations, to contribute to successfully achieving development goals.

With the determination of the entire political system, the support of the business community, and the consensus of the people, Dong Nai has a solid foundation to believe in achieving its goal of collecting 100 trillion VND in budget revenue in 2025. This milestone would mark the beginning of a new phase of development, creating strong resources for infrastructure investment and improving people's livelihoods.
