Proactively using trade remedies to protect Vietnamese businesses

On September 25, in Ho Chi Minh City, the Trade Remedies Authority of Vietnam (Ministry of Industry and Trade) held the second annual Trade Defence Forum with the theme “Proactive remedies – Accelerating Integration – Promoting the Private Economy in the Global Supply Chain.”

The forum was attended by business and industry associations, as well as enterprises from Ho Chi Minh City and neighboring provinces.

Held in both morning and afternoon sessions, the forum provided businesses with a comprehensive view of global trade remedies; the actual situation in Vietnam; key issues businesses need to consider; and new trade remedies policies that must be well understood.

According to the Trade Remedies Authority of Vietnam, since its establishment, the department has handled 48 new investigation cases and 35 review cases, thereby recommending that the Ministry of Industry and Trade applies 36 trade remedy measures on imported goods. Domestic manufacturing enterprises involved in these cases achieved a total annual revenue of nearly VND 600 trillion. Revenue from trade remedy taxes reached approximately VND 1.6 trillion per year, helping to strengthen the national financial resources.

At the forum, experts assessed the crucial role of the private sector in implementing trade remedy measures. In practice, 88% of trade remedy investigations involved direct participation by private enterprises. Beyond their large-scale contributions, private enterprises demonstrate proactiveness, rapid response to market fluctuations, and a clear awareness of the importance of trade remedies. Filing petitions and participating in investigations helps them protect the domestic manufacturing sector from unfair competition and cheap imports, while also creating room for restructuring and optimizing production.

Luong Hoang Thai, Director of the Trade Remedies Authority of Vietnam, affirmed that trade remedies plays an important role in protecting domestic production, promoting international economic integration, and enhancing the competitiveness of Vietnamese enterprises. In the context of fluctuations in global supply chains, trade remedies tools such as anti-dumping, anti-subsidy, and safeguard measures continue to play an important role in establishing a fair competitive environment, and protecting the legitimate rights of businesses and workers.

The Ministry of Industry and Trade and the Trade Remedies Authority of Vietnam always encourage businesses to proactively assess the situation and take appropriate steps. The Authority stands ready to support them, acting as a bridge between management agencies and the business community, promoting proactiveness in trade remedies, enhancing competitiveness, and integrating deeply into global supply chains. These efforts contribute to the development of private economic sector, and generate sustainable value added for the Vietnamese economy.
