On September 16, a conference on mechanisms and policies for the management and development of industrial clusters took place in Dong Nai. The conference was organized by the Agency for Innovation, Green Transition and Industry Promotion (Ministry of Industry and Trade) in coordination with the Dong Nai provincial Department of Industry and Trade (DoIT).

Decree No. 32/2024/ND-CP dated March 15, 2024, issued by the Government on the management and development of industrial clusters, has recently contributed to improving the legal framework and management policies. Ministries and localities have implemented the decree seriously and have achieved certain results.
However, several issues and proposals from localities, agencies, and units related to industrial cluster management and development remain unresolved under Decree No. 32 due to inconsistencies with provisions of relevant specialized laws. Some regulations and provisions need to be updated and supplemented to align with the ongoing restructuring of the state apparatus and to enhance the effectiveness of industrial cluster investment and development in the time ahead.

After consolidating reports from ministries, sectors, and localities, the Agency for Innovation, Green Transition and Industry Promotion (IGIP) drafted a Report assessing the implementation of Decree No. 32 and a draft Decree amending and supplementing several articles of Decree No. 32.
At the conference, representatives from local Departments of Industry and Trade (DoIT) outlined challenges and obstacles in developing industrial cluster infrastructure and attracting enterprises for production and business activities. Overlaps and inconsistencies in mechanisms, policies, and legal regulations have hindered industrial cluster development from achieving the desired outcomes. Localities also suggested several development directions and proposed that the Ministry of Industry and Trade draw lessons from provinces with effective models for broader implementation.

Speaking at the conference, Nguyen Thi Lam Giang, Director of IGIP, stated that in implementing the Party and State’s policy on developing the private sector, the Ministry of Industry and Trade is currently reviewing and preparing to submit proposed amendments to Decree No. 32 to better reflect real-world conditions. Feedback gathered and consolidated from ministries, sectors, and localities will serve as the basis for IGIP and the Ministry of Industry and Trade to refine, update, and submit revisions to Decree No. 32 in line with current development needs.
