On September 8, Member of the Provincial Party Committee and Vice Chairman of Dong Nai People's Committee Ho Van Ha chaired a working session with relevant units to address several issues related to the preparation, appraisal, and approval of zoning plans in the Nhon Trach new urban area.

According to the Department of Construction, based on consultations with relevant agencies, it has been agreed to divide the entire Nhon Trach new urban area into three major zones, with each zone's boundary aligning with the administrative borders of the three communes: Phuoc An, Nhon Trach, and Dai Phuoc in Dong Nai province.
Specifically, Phuoc An commune will be divided into four subzones, while Nhon Trach and Dai Phuoc communes will each be divided into three. Among these, Phuoc An 1, Nhon Trach 1, and Dai Phuoc 1 are designated as the key driving subzones for their respective areas.
These subzones will undergo preparation, adjustment, and approval of zoning plans in accordance with Government Resolution No. 66.1/2025/NQ-CP dated July 18, 2025, which provides guidance on resolving difficulties and obstacles in drafting, adjusting, and approving zoning plans for areas designated to become new urban centers during the reorganization of administrative units and the establishment of two-tier local government structures. The remaining subzones will be processed in parallel with the appraisal of the general urban plan and will only be approved once the general plan has been finalized.
Assessments show that the progress of preparing, adjusting, and approving zoning plans for the three key subzones remains slow, raising concerns over potential impacts on the land auction process in Phuoc An commune and investor selection for two urban development projects in Nhon Trach and Dai Phuoc communes.
Concluding the meeting, Vice Chairman of the Dong Nai People's Committee Ho Van Ha stressed that completing zoning plans for the Nhon Trach new urban area is urgent to enable the land auction and investor selection for one plot of land and two urban projects in the area. The timeline set by the Provincial Party Committee and the People's Committee requires completion within 2025, a deadline that cannot be extended.
Accordingly, Vice Chairman of the Provincial People's Committee Ho Van Ha assigned the Department of Construction to take full responsibility for preparing, appraising, and approving all related zoning plans. The department is also directly accountable for the plans concerning the land auction in Phuoc An commune.
Meanwhile, the Department of Finance will be responsible for carrying out bidding procedures to select investors for the two urban development projects in Nhon Trach and Dai Phuoc communes, based on the progress of preparing and approving the relevant zoning plans.
