On September 9, Ho Van Ha, Member of the Provincial Party Committee and Vice Chairman of People’s Committee, had a working session with Vietnam Electricity (EVN) and relevant units on compensation and site clearance for the expanded Tri An Hydropower Plant Project in Tri An commune, Dong Nai province.

Pham Hong Phuong, Deputy General Director of EVN, said that: This is a nationally important project and a key initiative in the energy sector. Once completed, it will add around 113 million kWh of electricity per year to the system, boosting power mobilization capacity for the southern region. In addition, the project will help reduce electricity production costs, make optimal use of discharged water, limit CO₂ emissions, and extend the lifespan of existing plant equipment.
However, the site clearance is still facing numerous difficulties and obstacles, affecting construction progress. For instance, construction of Hieu Liem Bridge began at the end of 2024, yet it still lacks cleared land for the construction of access roads at both ends, posing a risk of delayed completion and directly affecting the transportation of materials and equipment for the construction of the main project.

For the expanded Tri An Hydropower Plant Project, construction began on August 19, 2025. However, the investor has so far received only around 21 of 92 hectares of land (about 23%). Applications for the second phase of land allocation, lease have been submitted but are still pending approval.
From this reality, EVN suggested that the Dong Nai People’s Committee direct Tri An commune authorities to encourage households currently farming on public land to agree to hand over the land. In case of non-compliance, applying compulsory measures in accordance with regulations will be considered. At the same time, local authorities need to urgently determine the origins of the land, prepare and approve compensation, support, and resettlement plans for payment and handover of the cleared land for the project implementation, especially the urgently needed site for the access roads at both ends of the Hieu Liem Bridge.

Concluding the meeting, Vice Chairman Ho Van Ha noted that: In recent times, the commune-level authorities have been rather confused in implementing compensation and land clearance tasks under the newly delegated responsibilities. Therefore, provincial leaders requested the Provincial Land Fund Development Center to assign two specialized officials to support the People’s Committee of Tri An commune; at the same time, the Department of Agriculture and Environment assigned one leader to monitor and assist the local authorities in carrying out compensation and site clearance for the key national energy project.
The provincial leaders further requested Tri An commune People’s Committee to establish a team to verify land origins based on reality, ensuring residents’ rights during land recovery. The communal People’s Committee is asked to encourage residents to agree to the policy on land handover and approve the compensation and support plans before September 20.

The expanded Tri An Hydropower Plant Project, invested by EVN, has a total capital of nearly VND 4 trillion and is expected to be fully completed by the end of 2027. It was implemented near the existing Tri An Hydropower Plant, currently the largest hydropower facility in southern Vietnam.
The existing plant has been operational since 1991, with four units totaling 400 MW and an average annual output of about 1.76 billion kWh. This is a strategic hydropower facility, both generating electricity and participating in flood regulation, as well as supplying water for domestic use and production in the downstream areas.
