On September 25, at Phuoc Binh ward, the Dong Nai Provincial Land Registration Office (LRO) organized a conference to review the first 9 months of 2025 and set out directions and tasks for the last 3 months of the year.

According to the report by Le Thanh Tuan, Director of Dong Nai Provincial LRO, the unit currently performs 3 main functions: registration, issuance of land use right certificates, and ownership of assets attached to land; surveying, adjusting, establishing cadastral maps, building, updating, and exploiting the land information system; providing public services and supporting state management of land.
In the first 6 months of 2025, the Dong Nai Provincial LRO received over 142,000 new applications, including transferred applications, totaling over 151,000; the on-time resolution rate reached 99%. The former Binh Phuoc Provincial LRO received 100,000 applications, nearly 93 thousand of which were resolved, reaching approximately 93%.

From July 1, 2025, the Dong Nai Provincial LRO has 5 departments, teams, and 22 inter-commune/ward branch offices with over 1,200 civil servants. To support 95 communes and wards in effectively operating the 2-tier local government model, the unit has assigned 190 personnel to directly receive and return results at the Public Administration Service Center.
Regarding application processing, from July 1 to September 20, the Provincial Land Registration Office (LRO), through the provincial administrative procedure resolution information system, received nearly 112,000 new applications. Including carried-over applications, the total reached over 116,000. Of these, more than 88,000 applications have been processed, with an on-time or early completion rate of 99.6%.
Alongside administrative procedure resolution, the Provincial Land Registration Office also updated land records and cadastral databases in accordance with the new administrative boundaries: from 159 communes, wards, and towns to 55 units in the former Dong Nai Province; and from 111 to 40 units in the former Binh Phuoc Province. At the same time, it completed the compilation of land inventory data and the creation of the 2024 current land use map.
In the final months of 2025, the Provincial Land Registration Office will continue to direct its departments, teams, and branches to focus on resolving administrative procedures and ensuring the completion of assigned targets. The office will also advise on and propose personnel arrangements within the system; complete the land inventory and develop the 2024 current land use map; and carry out data reconciliation and cleanup of land user information in the cadastral database.

Dang Minh Duc, Deputy Director of Dong Nai Provincial Department of Agriculture and Environment, requested: The LRO should continue to improve the digitization rate of records. In cases where records are at risk of being delayed, the unit must send an apology letter and re-notify the results return time to people and businesses at least 1 day in advance.
In addition, the Provincial Land Registration Office will prioritize resources to implement the 90-day campaign to clean and enrich the land database and synchronize it with the national land database. The office will also urgently finalize legal documents within its advisory scope for the department to submit to the provincial authorities for review and promulgation.
The People's Committees of Phuoc Binh, Phuoc Long, Binh Tan, Phu Trung, Phu Nghia, and Da Kia communes and wards are required to promptly report any issues arising in the areas of land and environment for timely guidance and resolution. At the same time, local authorities must work closely with the department and branches of the Provincial Land Registration Office to implement assigned tasks and intensify communication efforts on the goals and significance of the 90-day campaign to help residents better understand their rights when accessing land information and facilitate the use of the National Public Service Portal and the VNeID application.
