Dong Nai proposes capital disbursement plan for 2 projects

To ensure the public investment capital disbursement rate in 2025, Dong Nai has proposed that the Central Government approve a plan to disburse part of the allocated capital within 2025 and extend the implementation period for the remaining capital to 2026 for two projects.

The external drainage project for Long Thanh International Airport (airport) is one of the important projects serving the airport's operations when it comes into use.

In April 2025, following the directive of the Prime Minister, the project was included in the list of those required to be completed within the year. However, at that time, due to the absence of a policy supporting central budget capital for investment, Dong Nai province lacked the basis to complete the procedures for approving the project's investment policy in accordance with the Law on Public Investment.

According to the Provincial People's Committee, regarding the external water drainage project for Long Thanh International Airport (phase 1), the time to complete the dossier and approve the investment project will be in February 2026. Dong Nai is also determined to accelerate the implementation progress to complete the project in 2026.

Subsequently, the Provincial People's Committee proposed to the Ministry of Finance to advise and submit to the Prime Minister for approval of central budget capital support for the investment of the external water drainage project for Long Thanh Airport (phase 1) with a support capital of 1.2 trillion VND from the increased central budget revenue in 2024.

In July 2025, the Prime Minister issued a decision on the allocation of additional development investment expenditure estimates and public investment plans from the central budget in 2025 for ministries, central agencies, and localities. This initiative includes the allocation of development investment expenditure estimates and public investment plans in 2025 from the increased central budget revenue in 2024 for the external water drainage project for Long Thanh Airport (phase 1), with a capital of 1.2 trillion VND.

Meanwhile, for the Gia Nghia - Chon Thanh Expressway Project, Dong Nai province is assigned to implement 3 component projects (1, 3, 5).

In July 2025, according to the Provincial People's Committee's decision on the public investment plan for 2025, after the first rearrangement, the Gia Nghia - Chon Thanh Expressway Project was allocated over 10.5 trillion VND from the central budget.

Proposing a capital disbursement plan

According to Provincial Party Committee member and Director of the Department of Finance, Truong Thi Huong Binh, for the Gia Nghia - Chon Thanh Expressway Project, in 2025, the capital that can be disbursed for the project is about 2.5 trillion VND.

Previously, at Resolution No. 138/2024/QH15 dated June 28, 2024, the National Assembly also allowed the extension of the implementation and disbursement period for the capital allocated to the project to 2026.

As for the external water drainage project for Long Thanh Airport (phase 1), according to the Provincial People's Committee, the estimated capital allocation for investment preparation in 2025 is 2.5 billion VND. The remaining capital is expected to be allocated for implementation from March 2026. Therefore, the total capital of 1.2 trillion VND for the project cannot be fully disbursed in 2025.

According to Provincial Party Committee member and Vice Chairman of the Provincial People's Committee Ho Van Ha, for these two projects, Dong Nai has also proposed to the Central Government a disbursement plan and a method for calculating the disbursement rate in 2025.

Specifically, for the Gia Nghia – Chon Thanh Expressway project, Dong Nai province has proposed that the 2025 disbursement rate be calculated based solely on the capital to be disbursed in 2025, totaling 2.5 trillion VND. The remaining planned capital, over 8 trillion VND, would be reflected in the disbursement rate for 2026.

Similarly, regarding the external water drainage project for Long Thanh Airport (phase 1), Dong Nai proposes to allow the extension of the disbursement period for the capital of 1,2 trillion VND has been allocated until the end of 2026. In 2025, for this project, only the disbursement rate for the capital prepared for project investment, which is 2.5 billion VND, will be calculated. The remaining capital of over 1.1 trillion VND will be included in the disbursement rate for 2026.
