Dong Nai proposes adjusting the Long Thanh Airport land acquisition, compensation, support, and resettlement project

Based on the opinions of the National Assembly's Economic and Financial Committee and the conclusion of Deputy Prime Minister Tran Hong Ha, Dong Nai province issued Document No. 5575/UBND-KTN (dated September 17, 2025) to Prime Minister Pham Minh Chinh and Deputy Prime Minister Tran Hong Ha for consideration and approval of the policy allowing the locality to prepare a dossier to adjust the Land Acquisition, Compensation, Support, and Resettlement Project for Long Thanh International Airport.

Basically completing resettlement arrangements

To implement site clearance for the construction of Long Thanh Airport, two resettlement areas were planned in Dong Nai province for households in the project area: Loc An - Binh Son Resettlement Area and Subdivision III, Binh Son Resettlement Area.

However, during the implementation process, 391 households originally registered for resettlement in Subdivision III of the Binh Son Resettlement Area expressed a desire to relocate to the Loc An – Binh Son Resettlement Area.

According to the Provincial People's Committee, the total demand for resettlement arrangements for the Long Thanh Airport Project and 2 connecting traffic routes is 4,682 cases. To date, resettlement has been approved for 4,382 cases, 4,266 of which have been resettled, while 116 are currently being arranged. There are still 300 cases being considered for resettlement.

Recognizing that the needs and wishes of the households are legitimate, the Dong Nai Provincial People's Committee directed the assessment of demand and land area for resettlement in the Loc An – Binh Son Resettlement Area and proactively adjusted the area's detailed construction plan. Accordingly, the number of resettlement plots in the Loc An – Binh Son Resettlement Area was increased from 5,002 to 7,035, ensuring sufficient plots to accommodate households wishing to relocate from Subdivision III of the Binh Son Resettlement Area, as well as those affected by the project to build two airport connecting roads (T1, T2) leading to this area.

According to Deputy Secretary of the Provincial Party Committee and Chairman of the Dong Nai Provincial People's Committee Vo Tan Duc, the former Long Thanh District People's Committee (Long Thanh commune now) has basically completed the resettlement arrangements for the Long Thanh Airport Project and routes T1, T2.

  Based on that, in April 2025, the Dong Nai Provincial People's Committee sent a document to the Prime Minister regarding the policy of requesting to hand over the land area belonging to Subdivision III, Binh Son Resettlement Area of the Long Thanh Airport Land Acquisition, Compensation, Support, and Resettlement Project (which has been compensated) for socio-economic development according to the local planning.

Proposing to remove Subdivision III, Binh Son Resettlement Area from the project

In response to the proposal from the Dong Nai Provincial People's Committee, on September 5, 2025, the National Assembly's Economic and Financial Committee issued a document to the Provincial People's Committee. Accordingly, the National Assembly Standing Committee released Conclusion Notice No. 2847/TB-TTKQH (dated October 5, 2023), recommending that the Government submit to the National Assembly for consideration and decision on two matters: the project implementation timeline and the capital allocation for the project. Other issues shall be decided by the Government, relevant government agencies, and Dong Nai province in accordance with their respective authority and in compliance with legal regulations.

Regarding the cancellation of resettlement in Subdivision III of the Binh Son Resettlement Area, it is recommended that a thorough impact assessment be conducted, particularly to ensure public consensus and to safeguard the living conditions of residents whose land is subject to acquisition. All land acquisition and land use activities must comply with legal regulations and the Constitution, while also ensuring that land-related revenue is properly distributed between the central and local budgets in accordance with applicable laws.

Subsequently, in Notice No. 474/TB-VPCP (dated September 11, 2025), outlining the conclusions of Deputy Prime Minister Tran Hong Ha during his inspection of the progress of Phase 1 of the Long Thanh Airport Project and related connecting infrastructure projects, the Deputy Prime Minister requested the Provincial People's Committee to review and fully inventory the resettlement land area serving the project. He also directed coordination with the Ministry of Finance and the Ministry of Construction to review relevant legal regulations and the opinions of the National Assembly’s Economic and Financial Committee, in order to report to the competent authorities for a definitive resolution regarding the adjustment of Subdivision III of the Binh Son Resettlement Area, in accordance with applicable authority and legal provisions, by October 2025.

Based on the directives above, in a document sent to Prime Minister Pham Minh Chinh and Deputy Prime Minister Tran Hong Ha, the Provincial People's Committee proposed allowing Dong Nai province to initiate procedures to adjust the Long Thanh Airport Land Acquisition, Compensation, Support, and Resettlement Project. This undertaking includes removing more than 81 hectares in Subdivision III of the Binh Son Resettlement Area from the project and transferring the land to the Dong Nai Provincial People's Committee to carry out legal procedures for auctioning land use rights in accordance with regulations. This endeavor would enable the land to be put into use in line with planning, avoiding prolonged vacancy and preventing waste of land resources.

"Regarding the compensation cost for the land (46 billion VND) that has been paid, the Dong Nai Provincial People's Committee commits to using the provincial budget to reimburse the central budget as regulated," the document from the Provincial People's Committee stated.
