Digital transformation adopted to develop productive force in the new era

In recent years, the productive force in Vietnam in general and in Dong Nai province in particular has continuously been improved in an advanced, modern direction. Thanks to this, production and business activities have developed and achieved many important accomplishments.

Currently, localities and businesses are focusing on implementing Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation, and national digital transformation. Accordingly, the localities and businesses develop plans and prepare sufficient resources to implement these plans to effectively develop science, technology, innovation, and digital transformation, making digital transformation the main driving force for rapidly developing an advanced, modern productive force.

Orientation and clarification of many key solutions

In September 2025, Ho Chi Minh National Academy of Politics and Dong Nai Provincial School of Politics organized a ministerial-level scientific workshop “The current status of digital transformation to promote the development of productive force in the Southeast region in the new era.”

Master Phan Xuan Linh, Principal of Dong Nai School of Politics, shared: The workshop took place in the context of the country promoting administrative reform, implementing two-level local administration, and comprehensive digital transformation. At the same time, Ho Chi Minh National Academy of Politics is promoting the implementation of Decision No. 587/QD-TTg dated May 17, 2019 of the Government on improving the capacity of officials, civil servants, and public employees of Ho Chi Minh National Academy of Politics and provincial and municipal political schools for the 2019-2030 period (Project 587). This is an important opportunity for related units, departments, and sectors to jointly review, evaluate, and orient solutions for a strategic issue.

Assoc. Prof. Dr. Hoang Phuc Lam, Deputy Director of Ho Chi Minh National Academy of Politics, emphasized: Conducting comprehensive research and discussion about digital transformation associated with developing the productive force in the Southeast region in general and Dong Nai province in particular is extremely important. This is an objective requirement arising from the development law of the productive force, and also an urgent demand from the country’s current development practice.

Among the important contents that need clarification are: theoretical and practical basis of digital transformation and its relationship with productive force development in the new context; comprehensive, objective, and scientific assessment of the current status of digital transformation to promote productive force development in the Southeast region; focusing on the role of key stakeholders in the digital transformation process: state, enterprises, training institutions, research institutes, social organizations, and workers. In addition, it is necessary to make solutions and policy recommendations to promote the digital transformation process to foster productive force development in the Southeast region in a modern, sustainable way, with high adaptability to global fluctuations.

According to many experts, building and developing productive force in localities today, including Dong Nai province, requires transforming all existing resources in the form of potential productive force into production materials, thereby preventing waste. To achieve this, localities need policies to mobilize huge resources from the people, businesses, and economic sectors. At the same time, they need to transform material resources such as land and financial resources into driving forces, into production materials to meet the requirements of digital production methods.

Promoting regional linkage

The Southeast region is a dynamic area nationwide, contributing significantly to the nation’s gross domestic product (GDP) and its budget. From July 1, 2025, the arrangement and reorganization of provincial administrative units in the Southeast region officially took effect, reshaping development space and consolidating six previous provinces and cities into three new growth poles: Ho Chi Minh City, Dong Nai province, and Tay Ninh province.

After the merger, Dong Nai province holds great potential and advantages in terms of population, area, and economic scale. With the province’s strategically important position, digital transformation is seen as one of the breakthrough tasks to help develop the socio-economic situation in the province. Advancing productive forces through digital transformation is an inevitable trend today. Human resource development, digital transformation promotion, and application of technology in production are important measures to boost the production market, contributing to the province’s efforts to realize its double-digit growth goal.

Digital transformation is opening up huge opportunities for Dong Nai province and the Southeast region to break through in developing productive force and improving productivity, quality, and competitiveness. However, to seize this opportunity requires close linkage among localities in the region, strong support from the Central Government, and the determination to take action of enterprises and the community. Digital transformation in Dong Nai province in particular, and in the Southeast region in general, is not just technology application but must become a core driving force to restructure productive force and promote innovation. This helps enterprises improve productivity, form smart supply chains, develop digital economy, knowledge-based economy, and green economy.

Master Ta Van Soat, Vice Principal of Dong Nai School of Politics assessed: This is not only a change in administrative boundaries but also an opportunity to form a more streamlined, effective regional linkage model, suitable for modern management trends and productive force development today. In the digital era, productive force relies no longer rely solely on capital and cheap labor but mainly on knowledge, science, technology, big data, and innovation. Studying regional linkage in productive force development in the Southeast region carries both theoretical significance and profound practical value, contributing to the region’s continued role as an economic engine in the new historical period.

PhD Dinh Van Thuy, Deputy Director of the Institute of Philosophy, Ho Chi Minh National Academy of Politics, emphasized: To build and develop productive force in Vietnam in general, and in the Southeast region in particular, in line with the current national digital transformation context, localities need to maximize all resources for the formation and development of a new productive force that meet the requirements of digital transformation. At the same time, it is necessary to strengthen the application of knowledge, science, and technology into production to form advanced, modern production materials suitable for digital production methods.

In reality, many businesses and production establishments in Dong Nai province have recently implemented multiple solutions on adopting digital transformation and applying technology in production. Many experts believe Dong Nai province can take advantage of existing infrastructure, strategic location, and abundant labor force to become one of the pioneering localities in the process of digital transformation associated with promoting sustainable growth.

Many experts assess that Dong Nai province needs to develop high-quality human resources, especially digital workforce, to be able to proficiently use production materials that incorporate advanced technical and technological knowledge in the digital production environment.

This aims to enhance the value of local cocoa products, develops a sustainable production linkage chain from seed selection to supplying final products, especially the company’s 5-star products under the nation’s OCOP (One Commune One Product) program, including: pure cocoa powder and 3-in-1 cocoa powder.
