Chairman of Dong Nai People’s Committee asks for measures to accelerate two major traffic projects

On September 9, Deputy Secretary of the Provincial Party Committee and Chairman of the Dong Nai People’s Committee Vo Tan Duc signed Official Dispatch No. 4903/UBND-KTN, on the implementation progress of some key infrastructure projects in the province. The Official Dispatch was sent to the Directors of the Department of Construction (DoC), Department of  Agriculture and Environment (DoAE); heads of the Provincial Land Fund Development Center (LFDC), the Provincial Investment and Construction Project Management Board (ICPMB); and the Chairpersons of People’s Committee of Binh An and Phuoc An communes.

Accordingly, Chairman of the Dong Nai People’s Committee criticized the ICPMB for its lack of decisiveness in implementing measures to accelerate Component Project 1 of the Bien Hoa–Vung Tau Expressway and Component Project 3 of Ho Chi Minh City’s Ring Road No. 3. He also required the Board to strictly carry out all requirements of the Provincial People’s Committee regarding the execution of these projects and to submit a follow-up report to the DoC.

The ICPMB must urgently address contractors’ petitions for design modifications and additional construction volumes in these projects by September 10, 2025.

Chairman of Dong Nai People’s Committee Vo Tan Duc also mandated the LFDC and the People’s Committees of Binh An and Phuoc An communes to promptly resolve land clearance issues and relocate technical infrastructure for the Bien Hoa–Vung Tau Expressway project, and to hand over land for the relocation of high-voltage power towers related to the Ho Chi Minh City’s Ring Road No. 3, also by September 10, 2025.

The DoAE is instructed to address the ICPMB’s petitions regarding the allocation of approximately 160,000 m³ of construction-grade stone material needed for Component Project 3, the Ho Chi Minh Cityt’s Ring Road No. 3.

Meanwhile, the DoC is asked to continue conducting weekly inspections of the construction progress of the two abovementioned projects, especially focusing on contractual packages lagging behind schedule.

Previously, on September 8, 2025, the DoC submitted a report on the implementation progress of Component Project 1 of the Bien Hoa–Vung Tau Expressway and Component Project 3 of the Ho Chi Minh City’s Ring Road No. 3. It showed that in the final week of August 2025, the Component Project 1 of the Bien Hoa–Vung Tau Expressway failed to meet the weekly progress plan, with 6 out of 9 contractors performing behind schedule.

Similarly, for Component Project 3 of the Ho Chi Minh City’s Ring Road No. 3, one contractor also failed to meet the planned weekly progress.
