According to the Department of Finance, the amended Planning Law and the adjustment of the National Overall Master Plan for the 2021-2030 period, with a vision to 2050, are being advised by the Ministry of Finance and expected to be approved by the 15th National Assembly at its 10th session.
The Ministry of Finance has sent a document to the Ministry of Justice for appraisal of the draft Resolution of the Government on solutions to continue implementing planning work associated with administrative unit arrangement during the period before the promulgation of the amended Planning Law. In the Government's draft resolution, the procedure for adjusting provincial master plans is expected not to require the establishment, appraisal, and approval of adjustments to the planning task. Instead, the provincial-level People's Committee will decide on the necessary items and contents for planning adjustment. Based on that, the estimate for planning adjustment will be developed, appraised, and approved.
Therefore, to be ready for the adjustment of the Dong Nai Provincial Master Plan, the Department of Finance proposes that the Provincial People's Committee issue a document directing and assigning the Department of Finance to preside over the development of items and contents that need to be established or adjusted in the master plan, as well as develop cost estimates and funding sources for establishing and adjusting the master plan based on the items and contents to be established or adjusted. In addition, the Department of Finance is assigned to preside over and coordinate with the Department of Home Affairs to advise the Provincial People's Committee on establishing a Steering Committee for the adjustment of the Dong Nai Provincial Master Plan.

To proactively advise the Provincial People's Committee on implementing the adjustment of the Dong Nai Provincial Master Plan, the Department of Finance will develop a draft plan for reviewing and adjusting the Dong Nai Provincial Master Plan. After the Government promulgates the Resolution on solutions to continue implementing planning work associated with administrative unit arrangement during the period before the promulgation of the amended Planning Law, the Department of Finance will proactively coordinate with relevant agencies to finalize the plan for reviewing and adjusting the Dong Nai Provincial Master Plan.
Delivering his concluding remarks at the working session, member of the Provincial Party Committee and Vice Chairman of the Provincial People's Committee Ho Van Ha assigned the Department of Finance to advise the Provincial People's Committee on reporting to the Provincial Party Standing Committee to allow the immediate implementation of the overall adjustment of the Dong Nai Provincial Master Plan and propose that the Provincial Party Standing Committee establish a Steering Committee for the adjustment of the Dong Nai Provincial Master Plan.
