Dong Nai ready to adjust provincial planning, open new development space

The adjustment of the Dong Nai Provincial Planning for the 2021-2030 perios, with a vision to 2050 to ensures consistency and alignment with the national socio-economic development strategy as well as regional and inter-regional spatial development orientations is one of the key tasks and strategies currently being implemented by the province to create breakthroughs in development.

New room for development

Since July 1, 2025, the new Dong Nai Province has been officially established on the basis of merging the former Dong Nai and Binh Phuoc provinces. According to the Provincial People’s Committee, after the merger, the population size, land area, and overall economic scale of Dong Nai will expand significantly. Along with these changes, the province will gain new advantages and potential that create ample room and opportunities for development. 

Ho Van Ha, Member of the Provincial Party Committee and Vice Chairman of the Provincial People’s Committee, emphasized: As a leading hub of industrial development, Dong Nai now benefits from a much larger land fund, serving as a driving force to become the nation’s “industrial capital.” Futhermore, with its strategic location adjoining the mega-urban area of Ho Chi Minh City along nearly its entire length, a systematically planned system of airports and seaports, as well as one of the longest expressway networks nationwide, and major transport projects expected to be completed from 2026, Dong Nai holds significant advantages to emerge as a modern logistics center of both the region and the country.

Pham Van Cuong, Deputy Director of the Department of Industry and Trade, noted that after the merger, Dong Nai will also have new development space for socio-economic growth. For example, the province will gain additional border gates, enabling the development of a border-gate economy.

Given these new conditions, Cuong stressed that it is not possible to simply combine the two former provincial plans mechanically. Instead, an adjusted plan must be designed to match the new stage of development. “If we want to expand industrial development to the northern area of the province, the transport connectivity system must be systematically invested and completed,” he remarked.

According to the Provincial People’s Committee, under the orientation for adjusting the Dong Nai Provincial Planning for the 2021-2030 period, with a vision to 2050, the province will focus on new growth-driving zones, including: the eastern urban-industrial area linked to Long Thanh International Airport, Phuoc An Port, and the urban centers of Tran Bien, Long Thanh, and Nhon Trach; the northern industrial-urban area associated with Hoa Lu Border Gate Economic Zone and the urban centers of Binh Phuoc, Chon Thanh, and Binh Long; and the northeastern agriculture-ecological-tourism area connected with Bu Gia Map, Phuoc Long, and Nam Cat Tien, maximizing the province’s potential and advantages in industry, logistics, trade, services, tourism, agriculture-forestry, and mineral resources.

Proactively adjusting the planning

Nguyen Duc Thanh, Deputy Director of the Department of Finance, stated that the revised Planning Law and the adjustment of the National Master Plan for the 2021-2030 period with a vision to 2050 are currently being reviewed by the Ministry of Finance, and are expected to be submitted to the 15th National Assembly for approval during its 10th session.

The Ministry of Finance has sent a proposal to the Ministry of Justice for appraisal of the draft Government Resolution on solutions to continue implementing planning work in connection with the arrangement of administrative units, during the period prior to the promulgation of the revised Planning Law. Under this draft, the procedure for adjusting the provincial master plan is expected not to require the preparation, appraisal, and approval of a revised planning task. Instead, provincial People’s Committees will decide on the necessary contents and categories to be adjusted. On that basis, they will develop, appraise, and approve the budget for planning adjustments.

Therefore, to be well-prepared for the adjustment of Dong Nai’s provincial planning, the Department of Finance has proposed that the Provincial People’s Committee issue a guidance, assigning the department to lead the formulation of necessary categories and contents for planning adjustments.

According to the Provincial People’s Committee, a provincial-level scientific conference to gather feedback on the “Adjustment of the Dong Nai Provincial Planning for the 2021-2030 period, vision to 2050” is expected to be held in September 2025.

Vice Chairman Ho Van Ha emphasized that, to ensure effective preparation for the upcoming adjustment of the provincial planning in line with the new context and practical conditions, the Provincial People’s Committee has tasked the Department of Finance with leading the review and drafting of planning adjustments. At the same time, the department will advise the People’s Committee to report to the Provincial Party Committee for submission to the Standing Committee of the Provincial Party Committee for opinions on: the policy of reviewing and adjusting the Dong Nai Provincial Planning; the policy of organizing a provincial-level scientific conference on the planning adjustment; and the establishment of a Steering Committee for drafting the adjustment of the Dong Nai Provincial Planning.
