Dong Nai proposes support of over 27 trillion VND to implement 2 inter-regional transport projects

During the working session with the Government’s working delegation led by Member of the Party Central Committee, Deputy Prime Minister Ho Duc Phoc on the morning of August 15, the Dong Nai Provincial People's Committee proposed that the working delegation consider and recommend the Government to provide central budget funding for the locality to implement 2 regional transport infrastructure projects.

 Specifically, Dong Nai proposes central budget capital support of over 27 trillion VND to implement the project of replacing Cat Lai ferry with a bridge (Cat Lai Bridge) and the access road from Ma Da Bridge to Ho Chi Minh City’s Ring Road 4.

According to the Dong Nai Provincial People's Committee, for the project of the access road from Ma Da Bridge to Ho Chi Minh City’s Ring Road 4, the province has submitted a document proposing support of 11.3 trillion VND from the central budget to build the section from Ma Da Bridge to the Ho Chi Minh City’s Ring Road 4, approximately 45km long.

However, to ensure convenient traffic connectivity in Dong Nai province after the mergence, it is necessary to invest in building a connecting road from Dong Xoai to Ho Chi Minh City’s Ring Road 4 through Provincial Road 753 (the route connecting Ma Da Bridge to Ring Road 4 - Ho Chi Minh City) with a length of approximately 61.7km. The project has a total investment of over 23.8 trillion VND. Therefore, Dong Nai proposes support from the central budget to cover the construction and equipment costs of the project, approximately 17.7 trillion VND.

The Dong Nai Provincial People's Committee has also submitted a document proposing that the Central Government support over 9,300 billion VND to implement the Cat Lai Bridge Construction Project.

According to preliminary calculations, the Cat Lai Bridge Project has a total investment of over 19 trillion VND and will be implemented under the public-private partnership (PPP) model. This is an inter-regional transport infrastructure project between Dong Nai province and Ho Chi Minh City. Cat Lai Bridge will have a cross-section featuring 6 lanes for motorized vehicles and 2 lanes for mixed traffic.

As for this project, Dong Nai province proposes a plan to divide the project into 4 component projects. Of these, component projects 1 and 2, land clearance on the Ho Chi Minh City side and the Dong Nai province side, will be carried out by the two localities using their respective local budgets.

As for Component Project 3, the construction of Cat Lai Bridge will be implemented under the BOT model with the participation of capital from the Dong Nai provincial budget.

As for Component Project 4, the investment in building the connecting road after the Cat Lai Bridge toll collection station to the end of the route will be carried out by Dong Nai province, using the provincial budget or invested under the Build-Transfer (BT) model by exploiting land funds.
