Dong Nai issues the plan to implement the 140-day-and-night campaign to complete the technical opening of 2 key national traffic projects

Member of Dong Nai Provincial Party Committee, Vice Chairman of the Provincial People's Committee Ho Van Ha signed and issued Plan No. 28/KH-UBND (dated August 1, 2025) of the Provincial People's Committee to implement the 140-day-and-night campaign to complete the technical opening of Component Project 1, Bien Hoa - Vung Tau Expressway Project and Component Project 3, Ring Road 3 - Ho Chi Minh City Project.

According to this plan, the 140-day-and-night campaign to complete the technical opening of the two aforementioned projects will be implemented from August 1 to the end of December 19, 2025. During this period, the Provincial People's Committee requires relevant units to direct contractors to increase machinery, equipment, and labor; gather materials, implement construction with the spirit of   "3 shifts, 4 crews", "overcoming sun, defeating rain",  "not enough time during the day, taking advantage of the night",  "working through holidays and Tet", "only discuss execution, not retreat" to complete the technical opening of the projects before December 19, 2025, as directed by the Prime Minister.

At the same time, all resources must be focused, and all difficulties and obstacles must be thoroughly removed to accelerate the progress of compensation, site clearance, resettlement, and construction. Departments, sectors, investors, and contractors must have high determination, great efforts, decisive actions, complete each task thoroughly, and ensure "6 clear" assignments: clear person, clear task, clear responsibility, clear authority, clear time, clear results.

In particular, the Provincial People's Committee requires relevant departments, sectors, and units to quickly resolve within 48 hours any difficulties and obstacles related to their responsibility that affect site clearance and construction. At the same time, they must complete site clearance and relocation of technical infrastructure systems in the project implementation area before August 10, 2025.

Specifically, for the site clearance of Component Project 1, Biên Hoa - Vung Tau Expressway Project, the handover of the site in Binh An commune must be completed before August 10, 2025.

Regarding the relocation of technical infrastructure systems, he required relevant departments, sectors to complete the relocation of 8 high-voltage power poles in the construction area of Component Project 3, Ring Road 3 - Ho Chi Minh City Project in August 2025.

The departments, sectors, and units are also required to finish the relocation of a high-voltage power pole at the Vo Nguyen Giap street interchange; raise the high-voltage power line on Ham Nghi street; relocate the water supply pipeline in An Phu commune within the construction scope of Component Project 1, Biên Hoa - Vung Tau Expressway Project in August 2025.

Along with that, efforts must be made to implement additional allocation for the volume of construction stone to ensure supply according to the needs of the two projects.

Component Project 1 of Bien Hoa - Vung Tau Expressway Project, passing through the province, has a length of about 16km. Meanwhile, Component Project 3 of Ring Road 3 - Ho Chi Minh City Project, traversing the province, has a length of over 11km.
