Dong Nai assigned to implement additional  investment of nearly 6 km of underground aircraft fuel pipeline at Long Thanh Airport

The Ministry of Construction has agreed to assign the Dong Nai Provincial People's Committee to select an investor to build an additional 5.8 km of underground aircraft fuel pipeline route within the Long Thanh International Airport (airport) boundary, along with the pipeline section running from the fuel receiving port to the airport boundary that was previously assigned to the locality for implementation.

Ensuring consistency and synchronicity in operation

According to Decision No. 1777/QD-TTg dated November 11, 2020, of the Prime Minister approving the Long Thanh Airport Construction Investment Project in phase 1, the fuel supply of Long Thanh Airport includes 2 works: the aircraft fuel system belonging to Component Project 3, essential airport facilities, and the fuel pipeline system for aircraft from the fuel receiving port to the Long Thanh Airport boundary belonging to Component Project 4, and other works.

At the working session on the progress of Long Thanh Airport Project in phase 1 on August 2, 2025, Politburo member, Prime Minister Pham Minh Chinh requested the completion of 4 component projects; ensuring smooth traffic connectivity. First of all, it is requested to connect expressways, roads, railways; complete air traffic technical inspection, along with completing telecommunications infrastructure, electricity, water, etc., environmental landscape, and accompanying services such as fuel supply.

Also, according to the decision approving the project investment, the aircraft fuel system work includes items such as the aircraft fuel supply station in the Northwest area, adjacent to the Long Thanh Airport boundary, and the underground fuel supply pipeline system leading to parking positions, which is assigned to Airports Corporation of Vietnam (ACV) for investment.

Meanwhile, the work of the aircraft fuel pipeline system for aircraft from the fuel receiving port to the Long Thanh Airport boundary (to the aircraft fuel supply station) was assigned by the Prime Minister to the Ministry of Construction to select investors and to the Dong Nai Provincial People's Committee to research the pipeline route planning.

However, in Decision No. 692/QD-TTg dated March 29, 2025, on approving the adjustment of the Long Thanh Airport Construction Investment Project in phase 1, the Prime Minister assigned the Dong Nai Provincial People's Committee to organize the selection of investors for the aircraft fuel pipeline system from the fuel receiving port to the Long Thanh Airport boundary.

Based on the proposal of the Dong Nai Provincial People's Committee, the Civil Aviation Authority of Vietnam has compiled and reported to the Ministry of Construction for approval of partial adjustment of the Long Thanh Airport planning. This includes planning to add an underground fuel pipeline section within the Long Thanh Airport boundary, approximately 5.8km long, from the upstream port to the aircraft fuel supply station, instead of the option of running outside the airport boundary to the aircraft fuel supply station as in the initial planning.

On July 29, 2025, the Ministry of Construction issued Document No. 7562/BXD-KHTC to the Dong Nai Provincial People's Committee regarding the organization of investor selection for the fuel pipeline system for aircraft from the upstream port to Long Thanh Airport within the airport boundary. Accordingly, in a bid to ensure consistency and synchronicity in operation, the Ministry of Construction proposed that the Dong Nai Provincial People's Committee organize the selection of investors for the aircraft fuel pipeline system from the fuel receiving port to Long Thanh Airport, including the underground fuel pipeline section approximately 5.8km long within the airport boundary, as assigned by the Prime Minister.

Proposing to apply investor selection method in special cases

Deputy Director of the Dong Nai Department of Construction Duong Van Hieu said: the aircraft fuel pipeline project for Long Thanh Airport has an investment scale of building 2 parallel pipelines, each is more than 23km long, the projected pipe diameter is 12-16 inches, connecting from the source depot at Go Dau Industrial Park to the storage depot of Long Thanh Airport.

According to the Prime Minister's request, Phase 1 of Long Thanh Airport must be basically completed by the end of 2025 and put into commercial operation in the first half of 2026. To achieve this goal, the aircraft fuel pipeline project needs to be accelerated.

On August 2, 2025, at a working session with the Government’s working delegation led by Politburo member, Prime Minister Pham Minh Chinh on the progress of the Long Thanh Airport Project, Deputy Secretary of the Provincial Party Committee, Chairman of the Dong Nai Provincial People's Committee, Vo Tan Duc proposed that the Prime Minister consider approving Dong Nai province to apply the investor selection method in special cases as stipulated in Decree No. 17/2025/ND-CP dated February 6, 2025, of the Government, to organize the selection of investors for the aircraft fuel pipeline system from the upstream port to Long Thanh Airport.

According to Chairman of the Provincial People's Committee Vo Tan Duc, such approval will help the province quickly complete the task of investor selection, aiming to basically complete the fuel pipeline project synchronously with Long Thanh Airport in Phase 1 by December 19, 2025, in line with the Prime Minister's direction.
