Dai Quang Minh Company seeks approval to prepare proposal dossier for new connecting road project

Dai Quang Minh Real Estate Investment Joint Stock Company (Dai Quang Minh Company) has sent Official Dispatch No. 1145/2025/CV-DQM dated August 8, 2025, to the Dong Nai provincial People’s Committee, requesting consideration and approval for the company to prepare a proposal dossier for the Project on Building a Connecting Road from Dong Xoai to Ho Chi Minh City’s Ring Road 4 via Provincial Road 753, Ma Da Bridge, and the connecting route from Ma Da Bridge to Ring Road 4 – HCM City.

In its correspondence, the company stated that it has conducted surveys and research for the proposed project. If implemented, the new route would shorten the travel distance from Dong Xoai to the former Bien Hoa City by around 13 kilometers compared to existing routes, thereby reducing travel time to between one and 1.5 hours.

The project is designed as a grade III plain road with a planned speed limit of 80 km/h. The completed road and bridge deck would have a width of 34.5 meters (eight lanes), while phase one would feature a width of 20.5 meters (four lanes). The preliminary total investment for phase one is estimated at over VND 22.6 trillion.

Under its research plan, Dai Quang Minh Company proposes dividing the development into three component projects. Component Project 1.1 involves constructing an elevated bridge across the Dong Nai Nature–Culture Reserve, stretching around 13 kilometers from Ma Da Bridge in Tri An Commune to the intersection with Provincial Road 761, also in Tri An Commune. Component Project 1.2 would build a connecting road from the elevated bridge to Ring Road 4 – HCM City, about 31.5 kilometers long, starting from Component Project 1.1 in Tri An Commune and ending at the Ring Road 4 junction in Tan An Commune. Component Project 1.3 would upgrade and expand Provincial Road 753 over a length of approximately 16.7 kilometers, from the intersection with the Dong Phu – Binh Duong Road in Tan Loi Commune to Ma Da Bridge.

For Component Project 1.1, the company proposes investment under the public–private partnership model (BT contract). Meanwhile, Component Projects 1.2 and 1.3, as well as compensation, support, and resettlement work, would be implemented through public investment funded by the state budget.

Dai Quang Minh Company has pledged to bear all costs and risks if the proposal dossier is not approved in accordance with legal regulations.
