Package XL-NG51 is part of the Ben Luc – Long Thanh Expressway project, covering road sections and interchange connecting to National Highway 51 and the interchange linking Bien Hoa – Vung Tau Expressway. This is a newly added package, initiated later than other packages of the Ben Luc – Long Thanh Expressway project. It is invested and built to connect Ben Luc – Long Thanh Expressway with Bien Hoa – Vung Tau Expressway within Dong Nai province.
The Ben Luc – Long Thanh Expressway spans nearly 58km, passing through Tay Ninh province (2.7km), Ho Chi Minh City (26.4km), and Dong Nai province (28.7km). Currently, a nearly 30 km section of the project has been completed and opened to traffic, including approximately 22km from the interchange with HCM City – Trung Luong Expressway to Nguyen Van Tao interchange, and 7.5km from Phuoc An interchange to National Highway 51 interchange.
Contractors are now rushing to complete the remaining packages of the project. In particular, package J1 for Binh Khanh Bridge has reached over 94% of its construction volume and is expected to be completed by the end of August 2025.

Meanwhile, package J3-1 (the remaining part of package J3) involves the construction of Phuoc Khanh Bridge and the approach roads at both ends of the bridge. This package was restarted at the end of April 2025 and is expected to be completed by July 2026. Phuoc Khanh Bridge on the Ben Luc – Long Thanh Expressway crosses the Long Tau River, connecting HCM City with Dong Nai.
Other packages for the road sections and small bridges over the creeks on the eastern section through Dong Nai province include A6-2 that has reached 97%, and A6-5 that has fulfilled over 98% of contracted volume. These two packages are expected to be completed by the end of August 2025.
The Ben Luc – Long Thanh Expressway is an important transport route in the Southeast region. It is also one of three main traffic axes, together with Bien Hoa – Vung Tau Expressway and HCM City – Long Thanh – Dau Giay Expressway, serving transportation connectivity for Long Thanh International Airport. According to the plan, the project will be fully completed and put into operation in 2026.
