Changing approaches to boost efficiency in land auctions

Instead of simultaneously organizing auctions for numerous land plots, the Dong Nai provincial People's Committee has directed an adjustment of the plan and strategy, focusing resources on auctioning large-scale plots in prime locations that have attracted investors’ interest.

This new approach is expected to create a breakthrough in land auctions, aiming to increase budget revenues for carrying out housing and infrastructure projects.

Prioritizing high-value, highly feasible land plots

At the beginning of the year, both of former Dong Nai and Binh Phuoc provinces issued their own 2025 plans for land use rights auctions. Based on that, relevant departments and localities were tasked with procedures such as site clearance, detailed planning, land price appraisal, and submission of auction plans. However, due to the simultaneous implementation of many plots, changes in related regulations, and difficulties in hiring land valuation consultants, only a few plots met all the legal conditions for auctions. Several plots failed to attract investors even though there had been announcement on the auctions.

Following the provincial merger, the newly-established Dong Nai province instructed its Land Fund Development Center to review the 2025 land auction plans of each former province and propose adjustments for the newly-established Dong Nai province. The provincial leaders have also mandated a change in the implementation approach, from  dispersing resources to handle multiple land plots simultaneously, to prioritizing large plots with favorable locations, high feasibility, and high potential for profitability.

According to the draft revised 2025 land auction plan prepared by the provincial Land Fund Development Center, the province aims to auction 42 land plots covering 692 hectares in 2025. Another 17 plots, with about 703 hectares in total, are scheduled for auction in 2026 and beyond.

Le Thanh Dien - Deputy Director of the provincial Land Fund Development Center, reported that the center has submitted a proposal to adjust the 2025 plan. This year’s auction list is divided into two groups: one land area for housing development and the other one for other purposes. Within each group, the land plots are arranged in order of priority based on feasibility, the potential to attract investors, and the progress of procedural preparations. The proposal also outlines a detailed timeline and expected milestones for organizing the auctions.

Plots with pending legal issues or in need of zoning adjustments to maximize their land value will be deferred to the 2026 auction plan.

Among the listed land areas, two major plots near Long Thanh International Airport are advertised for auction, including a planned residential area of over 35 hectares in Binh An commune, and a 77-hectare site designated for a commercial, service, and residential complex, also in Binh An commune.

Other land plots with prime locations, large scale and high value are also prioritized for implementation, including a 100-hectare plot in Xuan Loc commune zoned for commercial and tourism development near Chua Chan mountain; a 50-hectare plot in Bien Hoa 1 Industrial Park, where site clearance is complete and auction procedures for commercial-service land are underway; and another 100-hectare plot in Phuoc An commune slated for early auction.

Applying the "6 clear" principles to enhance effectiveness

Ho Van Ha, Member of the Provincial Party Committee, Vice Chairman of the Dong Nai People's Committee, emphasized that to ensure the effectiveness of land auctions, departments, sectors, localities, and the Provincial Land Fund Development Center must further uphold their sense of responsibility, maintain close coordination, and regularly urge progress. He stressed the continued implementation of the "6 clear" motto (clear person, clear task, clear timeline, clear outcome, clear responsibility, clear authority) and the application of a “green lane” mechanism to process coordination procedures related to land auctions within 24 hours, especially for land plots prioritized by the Provincial Party Committee and the Provincial People’s Committee, in order to improve successful rates and attract capable, experienced investors.

Also according to the provincial People’s Committee leader, the real estate market has not fully recovered yet, so the land auction process should focus on quality rather than quantity. Successfully auctioning strategic, high-potential plots not only fetches immediate revenue but also yields long-term fiscal gains from taxes and investment activity. More importantly, if the right investors with a long-term vision are selected, these plots can be quickly transformed into modern urban, industrial, or service zones, becoming new economic growth drivers for the province.

Vo Tan Duc, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee, has repeatedly affirmed that land auction is a key and urgent political task. He instructed agencies to thoroughly verify each plot’s legal status, planning, and infrastructure before organizing auctions. Transparency must be ensured, and capable investors must be selected to avoid the waste of land resource.

Dong Nai is currently implementing multiple housing and infrastructure projects to meet demand for socio-economic development. The Provincial Party Committee has set a target of earning VND 20 trillion from land auction revenue for 2025. By concentrating efforts on large, strategically located plots with high commercial potential, the province not only enhances budget revenues but also fosters broader investment and urbanization. It is because once reputable investors get involved, these plots will be transformed into modern residential, commercial, and tourism hubs, contributing to reshaping the province’s landscape and increasing its competitiveness.

This targeted land auction strategy, based on clear grouping, prioritization, and flexibility, demonstrates Dong Nai’s adaptive governance and effective resource allocation. It not only minimizes waste but also ensures sustainable value for the province.
