Capital resource unlocked for Long Thanh Airport’s perimeter water drainage project

The Long Thanh International Airport (Airport)’s perimeter water drainage project has officially been allocated capital from the central budget for implementation.

This is an urgent project to meet the demand for drainage and flood control for Long Thanh Airport.

1.2 trillion VND allocated for phase 1 of the project

To meet the demand for drainage and flood prevention for Long Thanh Airport, the Central Government has assigned Dong Nai province to implement the perimeter water drainage project for this airport. The Provincial People's Committee then assigned the former Long Thanh District People's Committee to prepare a report dossier on proposing the investment policy for Phase 1 of the Long Thanh Airport’s perimeter water drainage project. Accordingly, the project will be invested and constructed to serve the drainage for 5 detention basins that will be built within the airport area to prevent flooding at Long Thanh Airport.

To achieve this goal, the project implementation will involve dredging, reinforcing embankments, and solidifying nearly 20km of Bung Mon stream and Da Vang stream; constructing pipelines from the regulating reservoirs within Long Thanh Airport to these two streams; and simultaneously, building nearly 17km of rural roads along both sides of the Bung Mon and Da Vang streams, upgrading and building 5 new bridges on these two streams (3 bridges on Bung Mon stream and 2 bridges on Da Vang stream).

During the implementation process, the project faced difficulties regarding investment capital. Specifically, the total capital requirement for phase 1 of the project is approximately 1.2 trillion VND. This is a large amount of capital compared to the remaining contingency fund in the province's medium-term public investment plan for the 2021-2025 period. Therefore, Dong Nai province has requested central government support for capital to implement the project.

On July 19, 2025, in the Decision on the additional allocation of development investment expenditure estimates and the public investment plan from the central budget in 2025 from the state budget's increased revenue in 2024 for ministries, central agencies, and localities, signed by Politburo Member and Prime Minister Pham Minh Chinh, the Long Thanh Airport perimeter drainage project was officially allocated capital for investment.

According to the Provincial People's Committee, out of the total investment of over 1.2 trillion VND for phase 1 of the Long Thanh Airport perimeter water drainage project, compensation and site clearance costs are nearly 460 billion VND; construction and equipment costs are over 652 billion VND, and other remaining costs are nearly 184 billion VND.

Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Vo Tan Duc stated: According to the Prime Minister's decision, the Long Thanh Airport perimeter water drainage project has been allocated 1.2 trillion VND for the locality to implement the investment.

Accelerating efforts for project execution

According to the plan, Long Thanh Airport Phase 1 will be basically completed by the end of 2025 and put into commercial operation in the first half of 2026.

At the working session on the progress of Long Thanh Airport’s phase 1 on August 2, Politburo Member and Prime Minister Pham Minh Chinh requested that all related items must be completed synchronously according to the set timeline to ensure the most effective implementation of the project.

Also, at this working session, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Vo Tan Duc stated: For the Long Thanh Airport perimeter water drainage project, the Provincial People's Committee is finalizing the dossier for approval of the investment policy with capital allocation for investment preparation scheduled in September 2025. It is expected that the dossier for approval of the investment project will be completed in November 2025. Dong Nai is determined to complete and put this project into operation before September 2026.

Regarding the dossier preparation for the project investment policy, the Provincial People's Committee has assigned the Project Management Board of Region 5 to implement it.

According to the leadership of Project Management Board, after receiving the investment policy dossier for the project from the former Long Thanh District People's Committee, the unit has urgently completed and submitted it for comments from provincial departments and agencies. The Project Management Board of Area 5 is currently seeking comments from Airports Corporation of Vietnam (ACV) regarding the project's investment policy dossier. After receiving all comments, the Project Management Board of Area 5 will finalize the project's investment policy dossier for submission to competent authorities for approval.
