Toward a transparent and modern tax administration system

(ĐN)- The tax sector is gradually improving its tax administration system, aiming to ensure greater transparency and modernization through updated tax management regulations.

As of July 1, several new tax policies have officially come into effect. These include regulations on tax declaration and payment for e-commerce business activities; the use of personal identification numbers in place of tax codes in certain cases; and the requirement for e-invoices generated from point-of-sale (POS) systems connected to tax authorities. These new tools are being applied across various areas to strengthen tax administration.

Proactively meeting the demands of modern tax administration

Recent innovations in tax administration are aligned with the Party and State’s policies and directives, as outlined in Resolution No. 57-NQ/TW dated December 22, 2024, on promoting breakthroughs in science, technology, innovation, and national digital transformation, as well as Resolution No. 68-NQ/TW dated May 4, 2025, on the development of the private sector.

These changes in tax management policies contribute to raising taxpayers’ awareness and sense of responsibility, leading to significant improvements in how individuals and businesses fulfill their tax obligations.

Ms. Tran Hoai Thuong, an accountant at Hung Thinh Co., Ltd., shared that upon learning about the regulations on registering and updating information with tax authorities via digital platforms, she proactively sought to understand the requirements and promptly updated the company’s information on the tax management system. As a result, all tax-related tasks are now handled proactively by the company’s staff, helping to avoid disruptions in communication and ensuring smooth resolution of issues related to tax policies.

Nguyen Thi Yen, who has been running a cosmetics business on various e-commerce platforms such as TikTok, Shopee, Zalo, and Facebook for several years, said that even before July 1, these platforms had already required business households and individual sellers to declare and register for tax purposes. The move aims to prevent state budget revenue losses and ensure fairness and transparency in the tax administration system.

According to the tax authority, in order to meet the demands of transformation in tax administration, taxpayers must adopt information technology solutions. For tax officials and public servants, it is essential to stay updated on relevant regulations. This is considered a fundamental and urgent requirement. Each individual working in the tax sector must take the initiative to innovate, enhance organizational capacity, and effectively carry out assigned duties, thereby contributing to the development of a modern, professional tax system that serves both citizens and businesses efficiently.

In the first six months of the year, Dong Nai province collected more than VND 33.2 trillion in state budget revenue. Of the total, revenue from the former Dong Nai was estimated at over VND 29.5 trillion, while the former Binh Phuoc contributed approximately VND 6.7 trillion.

Transparency and public disclosure in tax administration

According to Mr. Nguyen Toan Thang, Head of the Dong Nai Tax Department, the implementation of central-level resolutions and directives in the field of taxation has contributed to the modernization of the tax sector. Tax administration has become more effective, ensuring the fulfillment of state budget revenue targets. Administrative reform initiatives and the comprehensive application of information technology have been promoted across all aspects of the sector's operations.

In addition to implementing preferential policies, the tax sector also serves as the direct management authority for taxation in the private enterprise sector. It plays a crucial role in fostering a transparent, fair, and stable tax environment, supporting businesses in pursuing sustainable development while fulfilling their obligations to the State.

Speaking at an online conference of the tax sector, Director General Mai Xuan Thanh of the General Department of Taxation stated that new tax administration models allow tax authorities to operate more closely with local governments, enabling comprehensive oversight of revenue sources and enhancing the proactivity of local budgets. The General Department of Taxation is currently developing a system to survey and evaluate the service quality of tax officials. By the end of 2025, the sector plans to implement a service performance rating mechanism, in which citizens will be asked to assess tax officials via email surveys. These assessments will be sent directly to the General Department of Taxation and will remain free from any external interference.
