Striving to exceed 2025 state budget revenue target by 10%

(ĐN)- Prime Minister Pham Minh Chinh on December 31 chaired an online national conference reviewing the 2024 performance of the finance sector and outlining key tasks for 2025.

According to the Ministry of Finance, as of December 27, 2024, state budget revenue had reached over VND 1,997 trillion, or 117.4% of the projection, exceeding estimates by VND 296.3 trillion. Domestic revenue alone reached 115.2% of the target, while revenue from crude oil and import-export activities hit 126.2% and 134.2%, respectively.

The Ministry of Finance instructed tax and customs authorities to intensify tax collection efforts in the final days of the year, especially for deferred payments, arrears, and amounts flagged by auditors. Measures were also stepped up to curb tax evasion, smuggling, and revenue losses. In parallel, the ministry rolled out tax relief packages worth VND 191 trillion, including VND 95 trillion in deferred payments and VND 96 trillion in reductions.

Addressing the conference, Prime Minister Chinh praised the sector’s performance while urging continued reform in mindset and methods. He called on the finance sector to aim for a state budget revenue in 2025 that surpasses the assigned target by at least 10%, with strengthened efforts to combat transfer pricing, tax evasion, and increase collection from digital and e-commerce platforms.

The Prime Minister also emphasized strict and efficient budget spending, prioritizing public investment disbursement to boost economic recovery. Unnecessary expenditures should be trimmed, with a target of saving 10% of regular spending in 2025 compared to 2024. Resources must be secured for urgent needs such as disaster relief and administrative streamlining.

Despite continued challenges, the Prime Minister expressed confidence in the finance sector’s ability to meet and exceed 2025 goals, contributing to the success of the country’s five-year and ten-year socio-economic strategies.
