(ĐN)- Dong Nai province is accelerating planning, infrastructure investment, and land valuation to ensure the timely auction of land plots as scheduled. This is not only a crucial solution to increase budget revenue but also a key driver to advance projects under the provincial master plan, contributing to sustainable socio-economic growth.

Over 40 plots scheduled for auction
Land auctions have become one of the province’s most important revenue sources. In 2025, Dong Nai approved auction plans for 37 land plots. In the first half of the year, the provincial Land Development Center developed auction plans for 20 of them, though three announced publicly have yet to attract any bidders.
Dong Nai plans to auction 34 plots in August, September, and October, with a total estimated value of over VND20.6 trillion based on the current land price list. Plots that previously failed to attract investors will also be put up for auction again, possibly for the second or third time.
The center has proposed adjustments to the 2025 auction plan, including removing three unfeasible plots, revising auction timelines for eight others, and adding six new plots from the former Binh Phuoc province.
Nguyen Tuan Anh, Director of the Department of Natural Resources and Environment, affirmed that land auctions are a top provincial priority. The department has assigned staff to coordinate closely with the Land Development Center on legal procedures such as land valuation and boundary demarcation. For responsibilities that have been delegated to the commune level, including site clearance and planning, the department continues to provide technical support.
Tuan Anh emphasized the importance of identifying large, high-value plots with strong investor appeal and fast-tracking their preparation. At the same time, legal procedures for smaller plots will proceed concurrently to ensure all auctions stay on schedule.
“All procedures under our jurisdiction will be completed on time — or ahead of schedule,” he pledged.
Nguyen Thi Vinh An, Head of Urban Planning at the Department of Construction, added that the department is working on detailed 1:500 zoning plans for auction-designated plots. It is also actively supporting localities in completing and approving land-use plans within their authority.
VND20 trillion target amid rising pressure
Vice Chairman Ho Van Ha of the provincial People’s Committee said the province is aiming to collect VND20 trillion from land auctions this year, as outlined in a provincial plan with a total auction value of VND21 trillion. However, no successful auctions have been held so far.
“This is an urgent task. It not only boosts state revenue but also unlocks funding for public investment and drives the implementation of planned development projects,” he emphasized.
Ha noted that most of the previous obstacles related to land pricing have now been resolved. Going forward, the Land Development Center must act as the central command unit for all auctions. As a first step, the province is prioritizing 18 high-value, legally ready plots which must be auctioned before August 22. Daily progress updates for these plots must be reported to provincial leaders.
In parallel, the center is instructed to advise on adjustments to the 2025 auction plan, including the incorporation of additional plots from the former Binh Phuoc province, and to launch an internal competition to drive auction progress across agencies.
The Department of Construction has been tasked with assigning staff to support local governments in drafting and approving zoning plans for auction plots. For plots zoned for residential or urban development, the department must quickly prepare planning documents, submit them for investment approval, and complete all legal requirements for auction eligibility.
Coordinated effort to meet fiscal and growth goals
Along with the Departments of Natural Resources, Construction, and Finance, the province will actively promote these land plots to potential investors, particularly those interested in the real estate market in Dong Nai.
According to Deputy Secretary Thai Bao of the provincial Party Committee, land auctions are essential to securing funding for major infrastructure projects, a cornerstone of the province’s double-digit growth ambition. Many of these projects rely on state budget resources, including revenue from land auctions. Due to a mix of objective and subjective challenges, land auctions in Dong Nai have underperformed since 2021, creating immense pressure for the latter half of 2025 and beyond.
The provincial leadership has called on the provincial People’s Committee to take charge and direct all relevant departments, especially the Land Development Center, to focus their full attention on accelerating land auctions. Departments must work in close coordination and resolve bottlenecks quickly and decisively to bring land to market and achieve the VND20 trillion revenue target for 2025.
