Dong Nai selects investment plan for construction of Provincial Political - Administrative Center

The project to invest in the construction of the Provincial Political - Administrative Center is one of the province's key projects to concretize the goal of building a new provincial-level administrative center, gradually completing the administrative - urban infrastructure system, in line with the orientation of developing modern, concentrated, professional urban space and architecture, with synchronized technical infrastructure investment, contributing to the effective management of the province's socio-economic development and serving local people.

Given its importance, the project is being carefully considered for an investment plan to ensure efficiency and maximize its functions.

Two investment options

According to the plan, the Provincial Political - Administrative Center will be invested and built in Bien Hoa 1 Industrial Park when the project to convert the function of this industrial park is implemented. The project has an initial total investment of about 8.6 trillion VND, of which administrative buildings have a preliminary total investment of about 6.8 trillion VND, the convention center about 576 billion VND, and infrastructure works and squares over 1.2 trillion VND.

Duong Van Hieu, Deputy Director of the Department of Construction, said that regarding the process of preparing the project for the construction of the Provincial Political - Administrative Center, in early July, the Department of Finance reported to the Provincial People's Committee proposing the investment form.

Accordingly, two investment forms were proposed: public investment and public-private partnership (PPP). With the public investment option, the time for completing procedures is about 211 days, from the date of planning approval. Meanwhile, with the PPP investment form, the time for completing procedures is expected to be about 355 days, from the date of planning approval.

Regarding the Department of Construction, through analysis, the unit stated that if the project is implemented under the public investment option, the investment project of the construction of the Provincial Political - Administrative Center will be divided into component projects, including: component project for the construction of technical infrastructure and squares, and component project for the construction of administrative buildings. Among them, the administrative buildings will undergo architectural design competitions.

 For the component project for the construction of technical infrastructure and squares, implementation will begin immediately after the approval of the 1/500 detailed construction plan.

Previously, at a working session of the Provincial People's Committee with departments and agencies in late June 2025 to hear reports on investment progress and construction planning in Bien Hoa 1 Industrial Park, a representative of the Department of Finance assessed that if implemented under the public investment option, the project progress would be shortened, but it would create pressure on capital balance. Meanwhile, if implemented under the PPP investment form, the pressure on capital balance could be reduced, but the progress would be longer.

According to the Department of Construction, the investment project of the construction of the Provincial Political - Administrative Center will cover an area of over 150 hectares.

Choosing the optimal option

According to the plan, the investment project of the construction of the Provincial Political - Administrative Center will be launched in September 2025.

At the working session of the Provincial People's Committee with departments and agencies in late June 2025 to hear reports on investment progress and construction planning in Bien Hoa 1 Industrial Park, Deputy Secretary of the Provincial Party Committee, Head of the Provincial Party Committee's Personnel Department  and Secretary of the Party Committee of the Provincial Party Agencies Thai Bao stated that this is a large-capital project, so the Provincial People's Committee must consider the most suitable, optimal, and effective investment form.

"Each investment form has its advantages and disadvantages; no form is perfect. Therefore, it is necessary to consider choosing the optimal investment form with the fewest disadvantages," Deputy Secretary of the Provincial Party Committee Thai Bao noted.

Also at this working session, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, and Secretary of the Party Committee of the Provincial People's Committee Vo Tan Duc assigned the Department of Finance to advise and propose an investment plan for the construction project of the Provincial Political - Administrative Center. It is a must to clearly identify which option is optimal, the chosen option, he added.
