The 15th National Assembly has officially passed a historic resolution on the arrangement of provincial-level administrative units in 2025.
According to the newly approved resolution, the entire country will be arranged into 34 provincial-level administrative units, including 28 provinces and 6 cities. Specifically, the entire natural area and population size of Binh Phuoc province and Dong Nai province will be merged into a new province named Dong Nai province. After the arrangement, Dong Nai province will have a natural area of 12,737.18km2 and a population size of 4,491,408 people.

This "revolution" of merger is being carried out on an unprecedented scale and is the result of a thorough research and discussion process to achieve high consensus. Among them, the important role of the Delegation of National Assembly Deputies of Dong Nai province cannot be overlooked.
Together with the National Assembly, the delegates of Dong Nai province fulfilled a historic mission, officially pressing the button to approve the Resolution on the arrangement of provincial-level administrative units. The efforts and strategic vision of the Provincial National Assembly Delegation contributed to realizing an important resolution, creating a premise for the outstanding development of the province.
The merger of Binh Phuoc province with Dong Nai province is not merely an adjustment of administrative boundaries, but also a strategic step to comprehensively restructure the space and development model, meeting the requirements of reality and the future orientation of the new province.
When the resolution is passed, the new Dong Nai province will have a solid legal basis to strongly develop growth poles in existing urban areas and also in future urban areas such as Bien Hoa - Long Thanh - Nhon Trach. This area plays a strategic role in the socio-economic development orientation of the entire Southern region.
In particular, the merger of the two localities will be a launchpad for a series of key infrastructure projects, creating a strong driving force for Dong Nai's breakthrough. Among them, the Long Thanh International Airport Project is the "heart" connecting international trade, attracting investment, and developing tourism and service trade.
Along with Long Thanh, with the orientation of being the largest seaport in the region - Phuoc An port (Nhon Trach district) - the largest seaport in Dong Nai will play a key role in completing the logistics chain and optimizing cargo transportation activities.
Phuoc An port is not only an important transportation hub but also a main driving force for economic growth, contributing to making Dong Nai a leading logistics center in the Southern region.
Currently, Dong Nai and Binh Phuoc have been actively deploying and constructing traffic infrastructure projects, including expressways and metro lines (urban railways) connecting inter-regions.This will shorten travel time, facilitate trade, transportation, and the development of satellite urban areas around Long Thanh airport. This not only solves the traffic problem but also expands urban space, creating modern, convenient residential areas.
Synchronized infrastructure development, especially transportation, will be a key factor in maximizing the potential of the new Dong Nai province. The satellite urban areas around Long Thanh airport will not only meet housing needs but also form commercial, service, and entertainment centers, creating a dynamic and modern urban ecosystem.
The merger of provincial-level administrative units is a strategic step, expected to multiply GDP and form new growth poles with higher competitiveness at regional and international levels.
This "historic" combination will open up "golden opportunities" for the socio-economic development of the new Dong Nai province, while affirming the province's pioneering role in integration and development in the new era, an era of national advancement.
