(ĐN) – With the goal of starting construction by the end of 2025, investment preparation procedures for the elevated road project along National Highway 51, from Vung Tau intersection to the junction of Vo Nguyen Giap street and the Bien Hoa – Vung Tau expressway, are being accelerated by relevant authorities.

Efforts underway to start construction in December 2025
The elevated road project along National Highway 51 has been proposed for implementation by the investor with a total length of approximately 5.5km. The project will involve the construction of an elevated road running along National Highway 51 and key interchanges at the Vung Tau intersection, Gate 11, the junction of Vo Nguyen Giap street with the Bien Hoa – Vung Tau expressway, and the intersection with Huong Lo 2.
Following multiple working sessions with the project’s proposing investor, the province has agreed on a plan to develop the interchanges to a fully completed scale. The elevated section along National Highway 51 will be constructed with six lanes. According to the provincial People’s Committee, the investment aims to complete the area’s infrastructure system, ensuring connectivity, synchronization, and maximizing the overall efficiency of the transport network.
According to Mr. Le Quoc Binh, General Director of HCM city Infrastructure Investment JSC, the elevated road along National Highway 51 offers the advantage of minimizing land clearance. At the same time, it would help separate large trucks and smaller vehicles from motorbikes, thereby improving traffic flow and reducing the risk of accidents.
According to the provincial People's Committee, the elevated road project, stretching from Vung Tau intersection to the junction with Vo Nguyen Giap street and the Bien Hoa – Vung Tau expressway, has a preliminary total investment of over VND 14.7 trillion (including loan interest). Of this, more than VND 4.3 trillion will be contributed, while the investor will spend over VND 10.4 trillion.
In May 2025, the former Standing Board of the Dong Nai provincial Party Committee issued a document approving the proposal by the Party Committee of the former Dong Nai provincial People’s Committee regarding the implementation of the project under the public-private partnership (PPP) model. On June 26, Vice Chairman Ho Van Ha of the provincial People’s Committee signed a document approving the investor’s request to prepare a project proposal for the elevated road project along National Highway 51 under the PPP model.
Accordingly, the provincial People’s Committee approved assigning a consortium of investors, including HCM city Infrastructure Investment JSC, CII Infrastructure Service Co., IMIC Infrastructure Construction JSC, and HCM city Foreign Trade and Investment Development JSC, to prepare the project proposal under the public-private partnership (PPP) model. The deadline for submitting the pre-feasibility study report is set for the end of July 2025. The Department of Finance has been designated as the lead agency responsible for receiving the submission.
Previously, in a document submitted to the Standing Board of the provincial Party Committee seeking approval of the project implementation policy, the provincial People’s Committee also noted that the target timeline for commencing construction of the elevated road project is set for December 2025.
The project aims to address multiple objectives
The section of National Highway 51 stretching from the Vung Tau intersection to the Gate 11 junction has long been considered a traffic congestion hotspot. The high volume of vehicles, combined with the lack of synchronized expansion of the road and the two interchanges, has resulted in frequent traffic jams and bottlenecks in the area over the years.
Mr. Nguyen Van Phong, a resident of Tran Bien ward, shared that each time he travels through the Vung Tau intersection to enter National Highway 51, it is a highly stressful experience.
“The traffic volume is heavy, while traffic organization remains inefficient, making it extremely stressful for residents each time they pass through this area,” said Mr. Nguyen Van Phong.
Given this reality, the implementation of the elevated road project along National Highway 51, from the Vung Tau Intersection to the junction with Vo Nguyen Giap street and the Bien Hoa – Vung Tau expressway, along with the construction of key interchanges at the Vung Tau intersection and Gate 11, is expected to fundamentally address the chronic traffic congestion and bottlenecks in these areas.
Chairman Vo Tan Duc of the provincial People’s Committee emphasized that the implementation of the project not only aims to develop a synchronized transportation infrastructure system and address traffic congestion, but also seeks to enhance the urban landscape. As the Vung Tau and Gate 11 intersections serve as major gateways to the province, investing in their comprehensive development is expected to help establish a modern and well-organized urban environment. Regarding the design plans for the interchanges under the project, the provincial People’s Committee has requested the project’s proposing investor to ensure both technical efficiency and architectural aesthetics in the construction.
