Dong Nai strives among top 10 localities for public investment disbursement

(ĐN)- Dong Nai provincial People's Committee has set an ambitious target to place the province among the top 10 localities nationwide in terms of public investment disbursement by the end of June 2025. To achieve this, the province launched a 45-day high-intensity campaign to accelerate capital disbursement.

As of May 15, Dong Nai had disbursed only VND 1.9 trillion out of nearly VND 16 trillion allocated for 2025, equivalent to just over 12% of the annual plan—well below the national average. According to the Department of Finance, both objective and subjective factors have contributed to the slow disbursement. These include insufficient urgency from project investors, lack of preparation by contractors, and poor coordination in project planning and approval.

Chairman of the Provincial People's Committee Vo Tan Duc emphasized the critical role of leadership in improving performance. All 25 project management units responsible for 153 public investment projects have been ordered to revise project timelines and assign specific leadership oversight. Performance in meeting disbursement targets will directly impact year-end evaluations and leadership appointments.

Vice Chairman Ho Van Ha further mandated that heads of investment units must sign written commitments to meet disbursement goals. The Department of Finance has been tasked with defining clear disbursement benchmarks and drafting an actionable plan.

Several agencies have responded by developing detailed Gantt charts for disbursement. The Department of Transportation’s project management unit, which received over VND 2.5 trillion for 2025, aims to exceed 51% disbursement for key projects like Component 3 of the Ho Chi Minh City Ring Road 3. Similarly, the province’s general construction project management unit targets a 35% disbursement rate from its allocated VND 396 billion, though progress remains hindered by site clearance delays.

Officials underscored the urgency of land clearance as a decisive factor for meeting the province’s mid-year disbursement goals.
