(DN)- On February 14, at the conference reviewing public investment disbursement in 2024 and outlining tasks for 2025, Chairman Vo Tan Duc of the Dong Nai provincial People's Committee emphasized that efficient public investment disbursement is a crucial task in achieving the province’s double-digit economic growth target this year.

According to Director Nguyen Huu Nguyen of the Department of Planning and Investment, Dong Nai's public investment disbursement rate in 2024 reached nearly 76% of the plan, falling short of the province's commitment to exceeding 95%. In 2025, the province aims to disburse over 95% of its allocated public investment funds. To meet this goal, disbursement efforts must begin at the start of the year, with progress monitored from the first quarter rather than waiting until year-end.
“Contractors lacking sufficient labor and machinery must be dealt with accordingly, including being barred from bidding on future projects in the province,” Chairman Vo Tan Duc directed.
Key factors contributing to the slow disbursement in 2024 included a lack of decisive leadership in some agencies, delays in project documentation, mismatches between registered capital needs and actual implementation, and inadequate coordination among related entities. Therefore, in 2025, all departments and localities must consider public investment disbursement a top political priority, closely tied to the accountability of agency leaders and project investors.
Deputy Chairman of the Provincial People's Committee, Ho Van Ha, pointed out that previous disbursement patterns followed a cycle of "a slow start and a last-minute rush." He emphasized the need for a new approach in 2025 to eliminate this recurring issue.
For 2025, public investment disbursement must follow a detailed schedule, with monthly and quarterly targets. Investors must proactively register material needs—especially construction stone—to ensure smooth project execution. Additionally, contractors will be closely monitored to prevent delays.
During the conference, Chairman Vo Tan Duc awarded commendations to seven organizations from Nhon Trach District and Long Khanh City for their outstanding performance in 2024’s public investment disbursement.
“A Gantt chart-based monthly and quarterly disbursement plan must be established to manage progress effectively—waiting until the year-end rush is not an option,” Director Nguyen Huu Nguyen emphasized.
Chairman Vo Tan Duc reaffirmed that 2025 is a pivotal year for Dong Nai’s acceleration and breakthrough development, with an extensive workload ahead. However, all departments, agencies, and investors must remain focused on public investment disbursement.
"The government has issued Resolution No. 25, assigning Dong Nai the goal of achieving 10% GRDP growth in 2025. Ensuring efficient public investment disbursement is critical to successfully meeting this target," Chairman Duc stressed.
To address bottlenecks in public investment, Chairman Duc urged local authorities to be more proactive and resolute in implementing key projects, particularly those with widespread economic and social impacts.
The government has approved several major projects in Dong Nai, including the Ho Chi Minh City Ring Road 4, the Dau Giay - Tan Phu and Tan Phu - Bao Loc expressways, and provincial roads connecting to Long Thanh International Airport. Localities along these routes must actively facilitate land clearance and develop resettlement areas to avoid delays.
Additionally, project investors must strictly adhere to disbursement schedules. The Department of Planning and Investment will work with relevant agencies to reallocate funds from slow-moving projects to those with better disbursement capabilities. The province will also streamline project approval processes and impose strict penalties on underperforming contractors.
By implementing these measures, Dong Nai aims to accelerate public investment disbursement and drive economic growth, reinforcing its position as a key development hub in 2025.
