Before the occurrence of the fourth wave of the COVID-19 pandemic, the province was home to 31 IPs with 1,713 firms and over 615,300 workers from across the country, along with over 7,000 others from foreign countries. Thus, some 110 firms have not yet resumed their operations. However, many of them had planned to returned to production in early November.
