Through the review of land use planning to 2020 in the province, districts and cities, it is proposed to add 12 industrial clusters (ICs) with an area of more than 651 hectares.

At the same time, localities also proposed to cancel the planning of 3 industrial zones no longer suitable with an area of 132 ha.
Currently, the province has planned about 27 industrial complexes with a total area of about 1,600 ha. It is expected that in the period of 2021 – 2030, the province will have 36 industrial complexes with an area of more than 2,051 hectares (delete the planning of 3 industrial complexes and add 12 new industrial complexes).
The goal of opening more industrial complexes of the province is to relocate small businesses and craft village establishments to suit the planning, protect the environment and develop sustainably. Provinces with many industrial complex planning include districts of Vinh Cuu, Long Thanh, Trang Bom, Dinh Quan.
In recent years, attracting businesses to invest in infrastructure of industrial complexes in Dong Nai has faced many difficulties.
Up to now, Dong Nai has only 4 industrial complexes with completed technical infrastructure, including: Tan Hanh Ceramics Industrial Park (Bien Hoa City), Phu Cuong Industrial Park (Dinh Quan District), Ho Nai 3 Industrial Park (Trang Bom District) and Phu Thanh Industrial Park – Vinh Thanh (Nhon Trach district). The rest of other industrial complexes are in the process of completing investment dossiers, procedures, compensation for site clearance.
Most of the planned land for industrial complexes of Dong Nai belongs to households and individuals who want to implement the project and must be acquired and resettled. However, projects that require land acquisition from people are less likely to be implemented quickly.
Another reason that investors are not interested in the infrastructure of industrial complexes is because the area is small, only about 30 – 75 hectares. Especially in the past 3 years, land prices in Dong Nai have increased so that the compensation money has been pushed up, causing investment costs to increase.
