Dong Nai City to develop regional-scale resettlement areas

On July 16, Deputy Secretary of the Dong Nai City Party Committee Vo Tan Duc worked with departments, agencies, the Dong Nai Land Fund Development Center, and relevant local authorities to review the implementation of resettlement projects in the three former district-level localities of Bien Hoa, Long Thanh, and Nhon Trach. The meeting was also attended by Member of the City Party Committee’s Standing Board and Vice Chairman of the City People's Committee Nguyen Tuan Anh.

At the meeting, a representative of the Department of Construction reported on the implementation of resettlement projects under Plan No. 118/KH-UBND, issued on October 3, 2025, by the Dong Nai Provincial People's Committee, now the Dong Nai City People's Committee.

According to the report, Bien Hoa has 21 resettlement projects, some of which have already commenced construction, while the remainder are scheduled to be carried out between now and 2030. Long Thanh has four projects, including two expected to commence in 2026 and two slated for implementation during the 2027–2028 period. Nhon Trach has six resettlement projects, including five scheduled for implementation in 2026 and one during the 2027–2028 period.

A representative of the Dong Nai Land Fund Development Center also reported on the progress of four large-scale resettlement projects. Of these, two projects are under construction in Bien Hoa, with approximately 2,000 resettlement plots expected to be handed over by late 2026.

Representatives of localities with resettlement projects briefed participants on implementation progress, as well as difficulties and obstacles related to site clearance, planning, and legal procedures. They also provided information on future resettlement demands and proposed measures to address the issues.

Participants agreed that resettlement work plays a particularly important role as a prerequisite for accelerating site clearance, easing social pressure, and creating favorable conditions for the commencement and implementation of projects.

Vice Chairman of the City People's Committee Nguyen Tuan Anh assigned specific responsibilities to the relevant departments, agencies, and units. The Dong Nai Land Fund Development Center and its affiliated branches were tasked with coordinating with local authorities to resolve site-related issues. The Department of Construction was assigned to address planning matters, while the Department of Finance, the Department of Agriculture and Environment were instructed to focus on legal procedures related to land and investment.

Regarding the development of resettlement areas in the coming period, Nguyen Tuan Anh emphasized that priority should be given to developing regional-scale resettlement areas with synchronized technical and social infrastructure. Local authorities were requested to proactively review and register their resettlement needs and the required number of resettlement plots. The Dong Nai Land Fund Development Center was assigned to review public land bank, rubber plantation land, and areas ranging from 50 to 100 hectares or larger to advise the City Party Committee and the City People's Committee on incorporating them into investment plans for new resettlement areas.

Concluding the meeting, Deputy Secretary of the City Party Committee Vo Tan Duc said Dong Nai is implementing and will continue to implement numerous large-scale projects, while Bien Hoa, Long Thanh, and Nhon Trach are experiencing rapid urbanization and increasing demand for resettlement. He stressed that preparing land funds and investing in resettlement areas are crucial and prerequisite tasks to ensure the progress of socio-economic development, national defense and security projects, while safeguarding the legitimate rights and interests of the people.

He requested the Party Committee of the City People's Committee to direct a comprehensive review of resettlement demand across the city, particularly in the three aforementioned localities, and to formulate a roadmap for the commencement and completion of large-scale projects currently under implementation.

He also instructed departments, agencies, and local authorities to study the possibility of adjusting and expanding several resettlement areas, including Long Duc, Long Phuoc, Phuoc An, and Tan Hiep, to meet future demand. At the same time, they were requested to advise on the development of large-scale resettlement areas with a long-term orientation to serve as a basis for planning and implementation.

The Deputy Secretary of the City Party Committee further requested the Dong Nai Land Fund Development Center to accelerate the implementation of ongoing projects and coordinate with local authorities to strengthen communication efforts and encourage residents to hand over land. Wards and communes were instructed to proactively address emerging issues in a timely manner. For projects currently under construction, maximum human resources and equipment should be mobilized, with additional work shifts arranged to ensure completion on schedule. Projects preparing for commencement must expedite the completion of necessary procedures to facilitate early implementation and meet the city's growing demand for resettlement.
