HCMC seeks Dong Nai City’s feedback on investment plan for Thu Thiem–Long Thanh railway

On June 5, the Ho Chi Minh City (HCMC) People's Committee sent a document to the Dong Nai City People's Committee regarding the investment and construction plan for the Thu Thiem - Long Thanh railway project.

According to the HCMC People's Committee, the Thu Thiem–Long Thanh railway project spans nearly 48 km, with 11.5 km passing through HCMC and over 36 km through Dong Nai City. Currently, the HCMC People's Committee is organizing the preparation, appraisal, and approval of the project's feasibility study report, including the front-end engineering design (FEED), and aims to start construction before July 2, 2026.

Under current regulations, the HCMC People's Committee proposes to establish a single project and implement it through a public-private partnership (PPP). Compensation, support, and resettlement will be separated into independent projects, executed by authorities of the two localities using public investment funds. Specifically, for the project scope within HCMC, the HCMC People's Committee will allocate public investment funds for compensation, support, and resettlement; for the scope within Dong Nai City, the Dong Nai City People's Committee will allocate public investment funds for these purposes.

Regarding the project location, the Thu Thiem–Long Thanh railway project will be implemented across seven communes and wards in HCMC and Dong Nai City, including Binh Trung and Long Truong in HCMC and Nhon Trach, Long Thanh, Long Phuoc, Xuan Que, and Xuan Duong in Dong Nai City, requiring more than 144 hectares of land. The line is designed with 18 stations, including 2 underground stations and 16 elevated stations. To align with practical implementation requirements, local socio-economic development strategies, cost optimization, and the enhancement of investment efficiency, 14 stations will be prioritized for initial development.

The HCMC People's Committee has assigned Dai Quang Minh Corporation to prepare the feasibility study report. Accordingly, the HCMC People's Committee has requested the Dong Nai City People's Committee to provide feedback on the following contents: agreement to develop the Thu Thiem–Long Thanh Railway as a single project and implement it under a PPP using a build-transfer contract; investment capital will be mobilized by the investor in accordance with PPP laws; project scale and location; agreement on a payment mechanism combining land resources and state budget funds in accordance with regulations; and the separation of compensation, support, and resettlement into independent projects funded by each locality's budget.

Furthermore, given the project's large scale, relying solely on land resources within HCMC does not ensure feasibility of payment for the project. Additionally, as most of the railway line runs through Dong Nai City, the HCMC People's Committee has requested that the Dong Nai City People's Committee identify and propose additional feasible land resources along the route within Dong Nai, as well as suggest the allocation of Dong Nai's state budget funds to enhance the feasibility of the build-transfer contract.

The Thu Thiem–Long Thanh railway line is part of the rail corridor linking Tan Son Nhat and Long Thanh airports. It is included in the list of railway projects added to the Appendix attached to the National Assembly’s Resolution No. 188/2025/QH15 (dated February 19, 2025) regarding specific mechanisms and policies for the development of urban railways in Hanoi City and HCMC.
