Loc Ninh to become a key urban area in border region

At the first session of the 2026–2031 term, the People's Council of Dong Nai province passed a resolution approving the policy to establish wards.

With the criteria already met for upgrading to a ward, Loc Ninh will develop in accordance with becoming a modern commercial and service center in the border region of Dong Nai province, particularly a centralized commercial hub combined with restaurant, hotel, and entertainment services; tourism development connected to historical and cultural sites; the expansion of border trade infrastructure, the Hoa Lu dry port, warehouses linked to industrial zones, clusters, and wholesale markets in the area.

Loc Ninh commune currently has a population of 31,484, equal to 154% of the prescribed criterion, and an area of 67.51 sq.km, far exceeding the stipulated standard.

Loc Ninh is situated close to the Hoa Lu Border Gate, next to two border communes (Loc Thanh and Loc Tan, Dong Nai province), and plays a role in promoting the socio-economic development of neighboring communes. National Highway 13 passes through the commune and serves as the "backbone" connecting the Hoa Lu International Border Gate to Ho Chi Minh City, a major advantage for developing the province's socio-economic, commercial, service, border trade, and logistics sectors.

The commune's economic structure is changing in the right direction. In 2025, the total value of industrial, construction, and service production reached over 3 trillion VND. In the first quarter of 2026 alone, it reached approximately 1.4 trillion VND, accounting for 70.14% of the commune's total production value. Currently, there are 18,500 working-age people in the commune. The per capita income in Loc Ninh commune was 85.15 million VND in 2023, 89.66 million VND in 2024, and reached 93.12 million VND in 2025, higher than the provincial average income (86 million VND).

Education and healthcare are the cornerstones of social security. With a school system that meets national standards and a grassroots healthcare network covering all villages and hamlets, Loc Ninh shows that urbanization must go hand in hand with enhancing the quality of human resources and public health care, ensuring that no one is left behind in the flow of development.

According to the multidimensional poverty standard, Loc Ninh commune has only 14 near-poor households and no households living in poverty.

The establishment of Loc Ninh commune as a ward is a historic milestone, marking the commune's overall socio-economic growth.
