Over the past many years, Dong Nai has oriented its investment attraction and local industrial development according to the model of green, smart, high-tech industry, focusing on selectively attracting investment into sectors with high added value and future-oriented technologies. This aims to restructure the industrial sector and ensure sustainable development of the locality in the future.

When becoming a Centrally-run city, the requirement to selectively invest in industrial projects and form high-tech production centers is particularly important to position Dong Nai's brand on Vietnam's industrial map.
Strengthening development of green industrial infrastructure
Dong Nai always determines that technical infrastructure, logistics, energy, digital infrastructure and green infrastructure are the decisive factors for investment attraction competitiveness, especially for large-scale, high-tech projects. Therefore, the province is focusing on promoting investment and developing these systems to create conditions for the development of industrial parks (IPs) in general and the local economy in particular.
For technical and logistics infrastructure, priority is given to synchronous development and regional connectivity. The operating IPs and those in the planning and development stage are all linked to strategic transport axes, creating great advantages in supply chains and exports.
All industrial parks, once operational, must have centralized wastewater treatment systems; while the use of renewable energy systems and energy-saving systems is encouraged.
According to experts, to develop modern industry, one of the important solutions is production self-reliance. In the long term, the supporting industry sector of Dong Nai as well as Vietnam needs to increase self-reliance in raw materials, reduce dependence on imported sources to enhance the value and competitiveness of products in the global value chain.
According to the Dong Nai Economic and Industrial Zones Authority, the unit continues to implement key tasks and solutions to achieve the above goal, giving top priorities to criteria on technology, environment, supply chain linkage and added value. In which, the unit promotes propaganda to implement the greening of existing industrial parks; at the same time, advises the Provincial People's Committee on plans to transform existing industrial parks into green, ecological industrial parks and high-tech zones.
According to experts' assessment, with its own initiative, the next 5-10 years will be important milestones for Dong Nai to shape its development for the long term. In which, Dong Nai will have a modern, ecological industrial park system, synchronized with transport infrastructure, social infrastructure, urban areas, energy, logistics; digitization and environmental factors.
The system of industrial parks will be the leading production - logistics center of the country, making great contributions to the key economic region of the South; creating stable jobs for millions of workers, improving the quality of human resources; promoting circular economy and sustainable development.
Along with the transformation process, the development of new, large-scale industrial parks is very urgent at present. It is expected that in 2027, Dong Nai will put into use 3 new industrial parks, with a scale of nearly 2,300 hectares adjacent to Long Thanh International Airport. These are projects that play an important role in attracting investment of the locality, especially large international corporations, contributing effectively to the goal of two-digit economic growth in the coming period.
According to the Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Nguyen Van Ut, Dong Nai has many potentials and development opportunities, worthy of its current position. The important thing is that relevant units and investors of industrial infrastructure projects make efforts to implement and perform their tasks, proactively seize and maximize the development advantages of the locality.
Selective investment, developing high-tech industrial sectors
According to Assoc. Prof. Dr. Nguyen Hoang Phuong, Deputy Head of the Faculty of Economics - Society and Environment, the Academy of Politics Region II, in the future, Dong Nai needs to continue to vigorously pursue its modernization development roadmap. The core issue is shifting from the processing industrial model to high-tech and high-value industry. Dong Nai needs to prioritize the development of spearhead industries such as aviation, semiconductors, artificial intelligence and automation; while modernizing the Industrial Park system towards an ecological, smart, and innovation-driven model.

At the same time, Assoc. Prof. Dr. Nguyen Hoang Phuong also believes that: The province needs to restructure the development space in a reasonable direction between areas, closely linking industry, urban areas and logistics, especially the Long Thanh International Airport area.
If the existing advantages are well utilized and the repositioning direction is implemented appropriately, Dong Nai is well positioned to transform itself from a traditional industrial province into an internationally competitive logistics and high-tech center.
Dong Nai strives that by 2030, there will be at least 2 industrial parks certified as ecological industrial parks according to national criteria. 100% of infrastructure units and enterprises in industrial parks will be disseminated about the viewpoint of transforming into ecological industrial parks based on science - technology and innovation and creativity. 90% of industrial parks will access and apply solutions for economical and efficient energy use. 100% of industrial parks will complete broadband telecommunications network infrastructure, ready for the deployment of smart factory applications.
Local experience in recent years has shown a strong shift in investment attraction with the selection of high-tech projects. Closely following Resolution No. 50-NQ/TW dated August 20, 2019 of the Politburo on orientations to perfect institutions and policies to improve the quality and efficiency of foreign investment cooperation until 2030, Dong Nai has proactively shifted its strategy from "attracting by quantity" to "attracting by quality".
The province sets the goal of becoming a modern high-tech industrial and logistics center of the Southern key economic region.
Pham Viet Phuong, Acting Deputy Head of the Dong Nai Economic and Industrial Zones Authority affirmed: Dong Nai prioritizes attracting investment in industrial production projects using high technology, new investment projects aligned with the province's sustainable development orientation and green strategy, focusing on large investment capital projects, supporting industries, electronics, semiconductors, precision mechanics... Priorities are also given to attracting projects using advanced technology, high automation, energy saving, with research and development activities or technology transfer. Enterprises are encouraged to use renewable energy, recycle water, and participate in the ecological industrial park model and circular economy.
Similarly, according to Deputy Director of the Department of Science and Technology Vo Hoang Khai, in the 2026-2027 period, Dong Nai will conduct surveys and assessments of the current technological capacity in enterprises and industrial parks; build a set of criteria to evaluate the ability to access and absorb technology. Along with that, the province will organize specialized seminars, collect opinions from experts, research institutes - schools, enterprises and build a technology map. On that basis, the locality will fine-tune the technology map for each spearhead industry; build a database on technology and innovation of the province and implement a number of pilot projects applying core technologies in priority fields.
