No project delays or timeline extensions allowed

Projects currently under construction in the province have been required to urgently resume construction immediately after the Lunar New Year holiday.

The highest requirement set by Dong Nai province is not to allow delays or extension of construction progress for all projects.

Construction sites pick up pace again

In early February 2026, after more than one year of construction, Long Khanh Ring Road 1 was officially opened to technical traffic when the construction volume reached about 80% of the signed contract value.

After the technical traffic opening ceremony, the investor also directed contractors and supervision consultants to continue concentrating resources, accelerating progress, ensuring quality and safety so that the project can soon be completed, put into operation and promote investment efficiency.

Therefore, immediately after the end of the 2026 Lunar New Year holiday, contractors immediately remobilized workforce and machinery to carry out the project. “Our unit required contractors to commence project construction right from February 23, the 7th day of the Lunar New Year, and the first working day of the new year,” said Dang Nam Phuoc, Director of Regional Project Management Board 2, the project investor.

Up to now, after one week of resumption, at this project, contractors have basically mobilized sufficient human resources and machinery to serve construction work.

At Component Project 1 of the Bien Hoa - Vung Tau Expressway, contractor Construction Corporation No. 1 Joint Stock Company (CC1) maintained construction throughout the Lunar New Year holiday. Accordingly, during the holiday, this contractor mobilized 40 workers and 16 pieces of equipment, equivalent to about one third of the normal workforce.

From February 24, the 8th day of the Lunar New Year, CC1’s workforce at the construction site was strengthened to be basically fully restored as before the holiday. “After the Lunar New Year holiday, the workforce at the site has been remobilized, striving that by the end of April, the unit will complete the construction volume of the contract package as signed,” said Tran Dinh Thao, Site Commander of CC1 contractor for Component Project 1 of the Bien Hoa - Vung Tau Expressway.

For Component Project 3 of Ho Chi Minh City’s Ring Road 3, Tan Nam Construction Joint Stock Company, contractor of Package No. 26, officially resumed construction after the Lunar New Year holiday from February 26, that is the 10th day of the Lunar New Year. As its workforce mainly consists of migrant workers, the contractor resumed work later than some others. Although restarting later, up to now, the contractor has basically remobilized workforce and machinery equivalent to the period before the holiday. “In the next few days, the number of workers and machinery will be fully mobilized for the construction”, said Cao Xuan Vinh, Deputy Director of Tan Nam Construction Joint Stock Company, Commander of Package No. 26, Component Project 3 of Ring Road 3 - Ho Chi Minh City.

According to Nguyen Linh, Deputy Director of the Provincial Construction Investment Project Management Board, implementing the direction of the Provincial People’s Committee, the unit has also required contractors of projects invested by the Provincial Construction Investment Project Management Board to urgently organize construction immediately after the Lunar New Year holiday.

No return to the practice of “doing paperwork in the dry season, carrying out construction in the rainy season”

With the goal of not allowing delays or interruption of project construction, on February 25, the 9th day of the Lunar New Year, the Provincial People’s Committee issued a document to directors of departments and sectors; chairpersons of People’s Committees of wards and communes; and directors of project management boards on urgently organizing construction after the 2026 Lunar New Year holiday.

Accordingly, the Provincial People’s Committee requires contractors to fully mobilize manpower, machinery, equipment and materials, organizing simultaneous construction on all working fronts. Taking advantage of favorable weather conditions in the dry season, organizing overtime work, increasing shifts, implementing “3 shifts, 4 crews” to accelerate progress, ensuring early completion and putting works and projects into operation and exploitation according to plan, especially for Component Project 1 of the Bien Hoa - Vung Tau Expressway and Component Project 3 of Ho Chi Minh City’s Ring Road 3.

Member of the Provincial Party Committee, Vice Chairman of the Provincial People’s Committee Ho Van Ha emphasized: In 2026, the implementation progress of projects in the province must be renewed, aiming to complete projects early as well as accelerate disbursement of public investment capital from the beginning of the year. The requirement to organize construction immediately after the Lunar New Year holiday is to take advantage of favorable dry season weather conditions, accelerate progress to complete and put them into use early. This will help increase the efficiency of public investment capital. “The practice of doing paperwork in the dry season and only starting construction in the rainy season as seen before, must be put to an end,” Vice Chairman of the Provincial People’s Committee Ho Van Ha required.
