On March 6, Deputy Secretary of the Provincial Party Committee (PPC) Vo Tan Duc chaired a working session with Vietnam Rubber Group and Dong Nai Rubber Corporation to review progress and address difficulties in site clearance for infrastructure investment at three industrial parks (Ips): Long Duc 3, Bau Can – Tan Hiep (phase 1), and Xuan Que – Song Nhan (phase 1).
Also attending the working session was member of the Provincial Party Standing Committee and Standing Vice Chairman of the Dong Nai People’s Committee Nguyen Kim Long.

According to a report by the Dong Nai People’s Committee Office, Chairman of the Provincial People’s Committee has issued several official documents urging relevant departments, agencies and localities to accelerate compensation, site clearance and related legal procedures.

As a result, at the Xuan Que – Song Nhan IP (phase 1), compensation and support plans have been approved for 233 out of 233 rubber land plots, while 100 percent of land records belonging to households and individuals have been inventoried.
At Bau Can – Tan Hiep IP (phase 1), land handover records have been completed for all 84 rubber land plots subject to acquisition. Meanwhile, the inventory of land belonging to local households has also been completed. Meanwhile, at Long Duc 3 IP, land acquisition notices have been issued for the entire project area, while compensation and support plans have been approved for all rubber land plots.
However, the pace of rubber tree cutting and land handover for infrastructure construction at the three IPs remains slow. Several difficulties also persist, including the identification of specific land locations and the development of transport routes connecting the IPs.

Deputy General Director Nguyen Tuan Anh of KN Holdings, the infrastructure investor of the three projects, presented an update on legal procedures for each industrial park. He also proposed that the Provincial Party Committee and People’s Committee provide direction so that construction can start on all three projects simultaneously in March 2026, and that land can be made available to secondary investors by late 2026 or early 2027.
On this occasion, the investor of Long Duc 3 IP also proposed that the Department of Agriculture and Environment soon complete procedures for signing land lease contracts and granting land use rights certificates. The Provincial People’s Committee was also requested to allocate funding for site clearance and the construction of connecting roads.

For the Bau Can – Tan Hiep IP (phase 1), the investor requested that the People’s Committees of communes promptly confirm the completion of compensation procedures so that land lease formalities can proceed. The investor also called on localities to review resettlement demand, propose suitable locations and develop infrastructure to ensure sufficient resettlement land for affected residents. In addition, transport infrastructure linking the IP with surrounding areas should be developed.
At Xuan Que – Song Nhan IP, the investor also urged accelerating site clearance and building connecting transport routes. In particular, the Provincial People’s Committee was asked to consider assigning Xuan Que Industrial Park J.S Company to implement a project to build an interchange between Provincial Road 770B and the Phan Thiet – Dau Giay Expressway under a public–private partnership model.

Concluding the meeting, Deputy Secretary of the PPC Vo Tan Duc emphasized that the three IPs and their connecting infrastructure would serve as key drivers for GRDP growth, investment attraction, economic restructuring and the expansion of the province’s industrial development space in 2026 and the years ahead. He stressed that obstacles must be addressed urgently, synchronously and transparently, while ensuring balanced benefits for the State, residents and businesses. Authorities must strictly follow the principle of “clear tasks, clear responsibilities, clear timelines and clear results,” avoiding delays or shifting responsibility, and fully complying with legal procedures.
The PPC’s Deputy Secretary Vo Tan Duc assigned the Party Committee of Provincial People’s Committee to direct departments, agencies and local authorities in carrying out tasks related to land acquisition, compensation, support and resettlement, with priority given to issuing land allocation decisions before March 30.
Regarding preparations for launching construction of the three IPs and the connection of key technical infrastructure, the PPC’s Deputy Secretary Vo Tan Duc requested relevant agencies and localities to urgently implement assigned tasks. Specifically, feasibility study reports for Long Duc 3 and Bau Can – Tan Hiep (phase 1) IPs must be completely appraised within March, while the appraisal for Xuan Que – Song Nhan IP is scheduled for completion in April. For transport projects and connecting interchanges, the units assigned as project leads must prepare detailed critical path schedules and report them to the Provincial People’s Committee before March 20.
He also called on the Vietnam Rubber Group and Dong Nai Rubber Corporation to instruct their affiliated units to accelerate the cutting of rubber trees and hand over land at the earliest opportunity so that infrastructure development for the industrial parks, transport routes and related technical works can proceed.
