Dong Nai Provincial People’s Committee has issued Plan No. 41 dated December 29, 2025 to implement Notice No. 420-TB/VPTW dated November 17, 2025 of the Office of the Party Central Committee regarding the conclusion of Party General Secretary To Lam at the working session on the Long Thanh International Airport Project.

Accordingly, the Provincial People’s Committee requires relevant agencies to implement the contents of Conclusion Notice No. 420, ensuring feasibility, transparency and clear assignment of responsibilities in the process of organizing the implementation of assigned tasks. They are asked to clearly identify the lead agency, coordinating agencies, roadmap and implementation results of each task. Priorities should be given to immediate handling of bottlenecks related to mechanisms and policies, infrastructure connectivity, land - resources, finance, resource mobilization, logistics and urban - regional planning in a timely and effective manner.

Under the plan, the Provincial People’s Committee also identifies six key task groups to be implemented, including the task group on specific mechanisms and policies; the task group on development spatial planning and economic corridors; the task group on implementation of Phase 2 of the Long Thanh Airport Project; the task group on implementation of key transport infrastructure; the task group on logistics, trade – services; and the task group on tourism - culture - ecology.

For the task group on development spatial planning and economic corridors, the Provincial People’s Committee assigns relevant agencies to supplement orientations on development space and economic corridors in the national master plan, national sectoral plans and regional plans.

Specifically, this involves the synchronized planning of transport routes connecting Long Thanh Airport with localities in the Southeast region and growth-driving regions, as well as planning for the formation of new urban centers (airport urban model).

It is necessary to research and supplement the construction of a route connecting ASEAN countries (Thailand - Laos - Cambodia) through Hoa Lu International Border Gate with Long Thanh Airport, Phuoc An Port and Cai Mep - Thi Vai Port. At the same time, there’s a need to research the formation of new growth-driving urban centers (airport urban model) with functions of direct linkage with Ho Chi Minh City, maximizing advantages of connectivity via Dong Nai River, especially in Bien Hoa, Long Thanh and Nhon Trach urban areas. It is essential to increase the urban population scale of Long Thanh - Nhon Trach to 2.5 million people or more to ensure infrastructure for future socio-economic development, promote trade, attract investment in key projects, develop riverside urban areas and improve the quality of urban architectural landscape.

Emphasis must be placed on supplementing the planning of the East - West axis expressway connecting Phan Thiet - Dau Giay Expressway (at Dau Giay interchange) to Ho Chi Minh City - Thu Dau Mot - Chon Thanh - Hoa Lu Expressway and the North - South Expressway’s Gia Nghia - Chon Thanh section to synchronize the expressway route from Hoa Lu International Border Gate, the Central Highlands area to Long Thanh Airport.
