Three social housing projects have already broken ground, and 14 others are finalizing procedures for implementation in the first quarter. This accomplishment underscores Dong Nai’s determined push to deliver on its goal of building more than 8,000 social housing units in 2026, with a strong sense of urgency.

Stepping up project implementation from the outset of the year, both meet the pressing housing needs of workers and low-income earners and inject momentum into the 2025–2030 social housing development program, contributing to housing security and advancing the province’s sustainable urbanization.
17 projects to break ground in the first quarter of 2026
In 2025, Dong Nai Province met and exceeded several targets assigned by the Government, with social housing development reaching 112% of the plan. Building on this, in 2026, the province set a target nearly twice as high, aiming to complete more than 8,000 social housing units to meet the rising housing demand of workers and low-income earners.
To date, three projects totaling around 6,500 social housing units have officially broken ground. Meanwhile, 14 other projects are fast-tracking procedures to start construction in the first quarter and, once completed, will supply more than 10,000 additional apartments to the market.
The Electrical Water Installation and Construction Joint Stock Company is among the pioneering enterprises that recently began construction on two social housing projects in the province. Vu Hong Minh, Chairman of the Board of Directors and General Director of the company, stated that to celebrate the 14th National Party Congress, the company commenced construction in mid-January on more than 3,000 social housing units in Phuoc An Commune. These projects carry significant meaning, contributing to the realization of the Party and State’s major policy on social housing development, while addressing the increasingly urgent housing needs of workers, laborers, and low-income earners in Dong Nai.
He said the company is committed to carrying out the projects in strict compliance with the law, ensuring timelines, quality standards, occupational safety, and environmental protection. The allocation of social housing units will be handled through an open and transparent process, ensuring eligible beneficiaries are selected in accordance with regulations.
Another enterprise set to break ground on a social housing project in the province is Khang Nam Real Estate and Environmental Construction Group Joint Stock Company. Nguyen Phi Long, General Director of the company, said the firm’s social housing project in Trang Bom Commune is slated to start construction in the first quarter of 2026. The 3.5-hectare development represents an investment of more than VND 733 billion and features apartment blocks rising five to six storeys. The scheme is expected to bring 900–950 apartments to the market, providing housing for around 3,500 people.
“We, together with contractors and construction units, will strictly comply with legal regulations on investment and construction, while coordinating closely with local authorities to deliver the project to the highest standard. In doing so, we hope to contribute alongside Dong Nai and the country to achieving social housing development targets for workers and residents,” he said.
That 17 social housing projects have already broken ground or are set to start in the first quarter of 2026 underscores the efforts and strong sense of responsibility of provincial departments, agencies, local authorities and businesses. When completed and occupied, these developments are expected to relieve housing shortages for low-income residents while marking a significant step toward stronger social welfare provision, better living conditions, and more sustainable urban growth across the province.
For the 2025–2030 period, Dong Nai Province has been assigned by the Government a target of delivering 64,690 social housing units. Of this total, more than 8,000 units are scheduled for 2026, over 9,800 units for 2027, and around 14,200 units for each of the remaining years.
Aiming to deliver 65,000 housing units
Dong Nai ranks among the country’s largest industrial centres and is also a locality undergoing rapid, high-level urbanization. Consequently, housing demand has surged year after year among workers and laborers; officials, civil servants, and public employees; urban residents; and households whose land has been acquired but who are ineligible for resettlement. Against this backdrop, the development of worker housing and social housing projects is regarded as a long-term, structural solution to relieve housing pressures, improve living standards, and safeguard housing security.
From this perspective, the Resolution of the First Congress of the Dong Nai Provincial Party Organization sets a target for the 2025–2030 period of building 65,000 social housing units (compared with the Government-assigned target of 64,690 units), with more than 8,000 units scheduled for implementation in 2026.
Ho Van Ha, Member of the Provincial Party Committee and Vice Chairman of the Provincial People’s Committee, said that programs for the development of social housing and worker housing, along with the province-wide campaign to eliminate makeshift and rundown homes, have produced significant results in recent times. These efforts have helped improve living conditions for residents and have made meaningful contributions to urban renovation and reconstruction, as well as to enhancing the province's overall image.
According to Ho Van Ha, as Dong Nai enters 2026 and the period through 2030, the province has mobilized strong participation from departments, agencies, local authorities, and the business community to accelerate the development of social housing and worker housing. As a result, numerous large-scale projects have completed legal procedures, broken ground, or moved into their second and third phases. One of the province’s key priorities in the coming period is to accelerate the construction of 65,000 social housing units, thereby increasing the proportion of permanent housing and creating momentum for orderly, sustainable, and modern urban development.
At the same time, the province is focusing on urban planning and development toward green, smart, and climate-resilient cities, while guiding the real estate market toward greater sustainability and transparency. Strong priority is being given to social housing and worker housing in industrial zones. All new social housing projects must be developed in parallel with fully integrated technical and social infrastructure, ensuring that residents not only have housing but also enjoy a good quality of life in new urban areas.
The fact that numerous projects have broken ground from the outset of the year points to encouraging progress in Dong Nai’s housing development efforts. If this pace of implementation is sustained, the targets of more than 8,000 social housing units in 2026 and 65,000 units by 2030 are entirely achievable.
