A new start from organizational stability
The establishment of Bien Hoa ward under the new administrative model is not only an important step in the roadmap to streamline the administrative apparatus and enhance the effectiveness and efficiency of state management but also opens opportunities to better leverage advantages in location, infrastructure, and human resources. Accordingly, immediately after the merger, the Bien Hoa Ward Party Committee quickly consolidated its organization, stabilized the administrative structure, unified leadership methods, and issued practical resolutions and action programs to ensure uninterrupted public services for residents.
In addition, the Ward Party Committee organized a dialogue conference between the Party Committee Secretary and the Chairman of the Ward People’s Committee with 80 officials, civil servants, and public employees to understand their thoughts and aspirations, thereby promptly addressing issues arising after the merger.
The new spring brings to Bien Hoa ward renewed confidence in Party leadership, effective governance, and the unity of the people. Building on the foundation established after administrative restructuring, the ward is gradually affirming its position as a dynamic, civilized, and livable urban space.
With a strong sense of responsibility, the ward officials and civil servants have proactively adapted to the new model, organizing work according to the “six clarities” principle: clear personnel, clear tasks, clear responsibilities, clear authority, clear timelines, and clear results. Emphasis has been placed on leadership accountability, with decisive working methods, and the timely identification and resolution of bottlenecks. Based on practical experience, shortcomings and unclear issues have been openly discussed and recommendations proposed. As a result, the ward achieved and exceeded all 29 out of 29 targets set for 2025, including budget revenue reaching 142%, new Party member development at 104%, receiving and on-time processing of administrative dossiers at 99.3%, and digitalized records reaching 99.5%, exceeding the provincial target of 80%.
Party organizations, the Vietnam Fatherland Front (VFF) and mass organizations were promptly consolidated, playing a core role in strengthening national unity and building social consensus. The working atmosphere in the early days of the new year has therefore been disciplined and orderly while also demonstrating strong determination, innovation, and creativity, with service efficiency for residents as the key measure.
Proactive and creative at the grassroots level
The new spring also brings Bien Hoa an increasingly well-organized and modern urban appearance. Roads have been upgraded, while lighting systems, greenery, and environmental sanitation have received greater attention, creating a greener, cleaner, and more beautiful living environment. Residential areas are gradually becoming more orderly, contributing to improved quality of life.
These changes stem from state investment resources and effective coordination among the Party Committee, local authorities, the VFF and mass organizations. The Party Committee provides direction, and the government translates this direction into programs and plans, while the VFF and mass organizations act as bridges bringing policies into practice alongside residents’ awareness and responsibility in maintaining environmental standards and building a civilized urban lifestyle.
Spring in Bien Hoa ward is reflected not only in the urban landscape but also in social welfare activities. Policy beneficiary families, people with meritorious services, poor households, and workers facing difficulties received timely support, especially during the Lunar New Year (Tet) holiday, in the spirit of “leaving no one behind” during the transition process.
These gifts and meaningful programs carry not only material value but also embody solidarity and community spirit, forming a solid foundation for building a modern, compassionate, and a sustainably developing Bien Hoa ward in the new era.
In the new context, Bien Hoa ward clearly defines the need to build a service-oriented administration, placing citizen’s satisfaction at the center. Administrative reform and information technology applications have been strengthened; procedures have been reviewed and simplified to facilitate transactions for residents and businesses.
Ward officials and civil servants continuously improve professional capacity and service attitudes, striving toward the image of officials who “respect the people, stay close to the people, understand the people, and care for the people.” Through these concrete changes, public trust in grassroots authorities has been further strengthened, creating a solid foundation for development.
Following administrative restructuring, Bien Hoa ward now has more favorable conditions to tap into trade, services, and urban economic potential. Business activities are gradually recovering and developing, creating livelihoods and employment opportunities while contributing to a more vibrant urban life.
More importantly, the spirit of innovation and aspiration for progress is being strongly fostered among cadres, Party members, and residents. It is the proactiveness and creativity at the grassroots level that serve as key drivers for Bien Hoa’s continued transformation in meeting development requirements in the new stage.
In the vibrant atmosphere of spring, every new project, every cleaner street, and every smile of residents reflects a positive transformation. This is the vivid image of Bien Hoa ward today - confidently entering a new spring with renewed momentum and strengthened capacity, ready for sustainable development in the future.
