Appraisal Council established to review adjustments to Dong Nai Provincial Planning

The Dong Nai Provincial People’s Committee has issued Decision No. 470/QĐ-UBND (dated February 4, 2026) on the establishment of an Appraisal Council to review adjustments to the Provincial Planning for the 2021–2030 period, with a vision to 2050 (the Appraisal Council).

 

Under the decision, Nguyen Van Ut, Deputy Secretary of the Dong Nai Provincial Party Committee and Chairman of the Provincial People’s Committee, serves as Chairman of the Appraisal Council. Its members include representatives from ministries and ministerial-level agencies, leaders of provincial departments and agencies, as well as experts acting as reviewing members.

The Appraisal Council will conduct an appraisal of the adjusted provincial master plan for the 2021–2030 period, with a vision to 2050, before it is submitted to the Chairman of the Provincial People’s Committee for approval in accordance with legal regulations on planning. The appraisal process will be carried out in compliance with legal regulations on planning and other related legal documents.

The Appraisal Council’s conclusions will serve as the basis for the planning agency to incorporate feedback, provide explanations, finalize revisions, and submit the adjusted provincial master plan to the competent authority for approval.

The revised planning project for Dong Nai province for the period 2021-2030, with a vision to 2050, covers the entire territorial space of Dong Nai Province following the reorganization of provincial-level administrative units, with a total natural area of more than 12,700 square kilometers and a population of nearly 4.5 million people.

According to the draft revised planning project for Dong Nai Province for the period 2021-2030, with a vision to 2050,  prepared by a consortium of consultants including The Boston Consulting Group and the University of Economics Ho Chi Minh City, Dong Nai Province aims to fundamentally meet the criteria of a centrally governed city by 2030, with a view to attaining a civilized, modern, and sustainable development, achieving high growth rates, while surpassing the high-income threshold to rank among leading localities nationwide. The economy is expected to develop dynamically, taking a leading role in aviation-related industries, high-tech manufacturing, science and technology, innovation, and digital transformation. Economic and social infrastructure systems, together with the urban network, will be developed in a synchronized, modern, smart, and sustainable manner while preserving distinctive local identity. Key characteristics include the development of airport-oriented urban areas and internationally standardized ecological urban zones capable of hosting regional and international-scale events. Development will be inclusive, ensuring that no one is left behind, while preserving and promoting cultural identity; protecting the ecological environment and biodiversity; adapting to climate change; and firmly safeguarding national defense and security.

By 2050, Dong Nai aims to become a centrally governed city with a highly developed economy, serving as one of the country’s strategic growth poles and a leading hub in high-tech industries, logistics and international trade, innovation, and modern urban development.

According to the schedule, the adjustment to the Dong Nai Provincial Planning for the 2021–2030 period, with a vision to 2050, is expected to be completed in February 2026.
