On the morning of February 12, Member of the Dong Nai Provincial Party Committee and Vice Chairman of the Provincial People’s Committee Ho Van Ha chaired a meeting to appraise the adjustment to the Dong Nai Provincial Planning for the 2021–2030 period, with a vision to 2050 (provincial planning).

Speaking at the meeting, Vice Chairman of the Provincial People’s Committee Ho Van Ha stated that revising Provincial Planning is a vital and immediate political duty. This process will help reorganize development space to be more integrated and coherent, support sustainability, and fully unlock the province's potential after consolidation.
According to leaders of the provincial People’s Committee, Dong Nai holds significant advantages in terms of geographical location, economic scale, and a comprehensive transport infrastructure system encompassing all five modes of transportation, positioning the province among the country’s leading localities in investment attraction. The province has 81 planned industrial zones and possesses more than one million hectares of agricultural land, offering great prospects for both modern agriculture and industrial growth.

The Vice Chairman of the Provincial People’s Committee requested that the Appraisal Council members focus their feedback on two main content groups: Firstly, assessing the province’s current position, identifying opportunities and bottlenecks; defining development perspectives, objectives, and scenarios; selecting priority sectors and breakthrough directions; organizing development space; and proposing resource mobilization solutions. Secondly, the members were asked to conduct evaluation voting to consolidate results for announcement at the end of the session.

During the meeting, the Appraisal Council heard presentations from the consulting consortium of BCG Group and the University of Economics Ho Chi Minh City on a summary of the adjusted planning contents. Representatives from the Department of Construction reported on the dossier and preparation process, while experts provided comments on the model of airport urban area, transit-oriented development (TOD), and leveraging the strategic advantages of Long Thanh International Airport. Representatives from the Ministry of Finance and the Ministry of Justice also contributed feedback both directly and online.

The Appraisal Council discussed and conducted a vote to evaluate the adjusted planning dossier and draft appraisal report. One hundred percent of the Council members agreed to approve the adjusted provincial planning dossier, including 10 out of 35 votes approving it without revisions and 25 out of 35 votes approving the dossier on the condition that revisions and additions be made.
In his concluding remarks, Vice Chairman of the Provincial People’s Committee Ho Van Ha acknowledged the efforts of departments, sectors, localities, and the consulting unit throughout the preparation process. The adjusted planning report reflects a new scope, new thinking, new vision, and development aspirations for Dong Nai following consolidation, consistent with the Resolution of the 1st Dong Nai Provincial Party Congress for the 2025–2030 term.
According to the leaders of the Provincial People’s Committee, the planning was developed based on relatively comprehensive and reliable data, closely aligned with legal regulations on planning, and accurately assessing the province’s current status, potential, and development capacity.
The Appraisal Council agreed to approve the adjusted planning dossier on the condition that feedback from the meeting be incorporated through revisions and supplements.

To ensure timely completion, the Provincial People’s Committee requested the Department of Finance to urgently finalize the explanatory report and incorporate feedback from Appraisal Council members and experts, while completing diagrams, maps, databases, and the draft approval decision in accordance with regulations.
The Department of Construction is tasked with finalizing the appraisal meeting minutes and appraisal report, submit them to Chairman of the Appraisal Council for issuance no later than February 13, 2026, then send them to all members of the Council, and complete the dossier for submission to the Provincial People’s Committee. The dossier will then be submitted to the Provincial People’s Council for consideration before being submitted to Chairman of the Provincial People’s Committee for getting approval.
