According to the Provincial Department of Construction, based on feedback from relevant units, the estimated number of officials, public employees, and employees expected to work at the provincial political–administrative center is about 4,200, including staff of affiliated service units of the departments.
Regarding planning and architectural options, the consulting unit proposed a design concept of the provincial political–administrative center inspired by terraced rice fields. The plan features three building blocks, including two five-story buildings and one ten-story building.

"Based on the planned number of officials, public employees, and employees at the Provincial Political-Administrative Center, the consulting unit proposed two master plan options: Option 1, with a total of 4,200 personnel; and Option 2, with a total of 3,700 personnel (excluding affiliated service units and specialized associations).
Speaking at the meeting, Chairman of the Provincial People’s Committee Nguyen Van Ut asked the consultant unit to develop the planning and architectural plan without allocating space for affiliated service units and specialized associations within the political–administrative center. He also requested a precise boundary determination of the planning area. For the master plan, the consultant unit was asked to further detail floor area allocations for each agency and unit, while also considering feedback to swap their positions for optimal suitability.
