Dong Nai province is placing strong emphasis on the construction and development of technological and digital infrastructure aligned with urban development goals. In this effort, the province is intensifying measures to enhance data connectivity and improve the operational effectiveness of the Intelligent Operations Center (IOC).
Connecting the national data architecture framework
In November 2025, the Government issued Decision No. 2439/QD-TTg on the national data architecture framework, the national data governance and management framework, and the shared data dictionary (Version 1.0). Accordingly, the national data architecture framework serves as an overarching guideline that defines the structure, layering, technical standards, and data-sharing models for national, sectoral, and local databases, as well as the information systems of agencies across the political system.

This framework aims to standardize the development of data architectures across various government entities, including ministries, ministerial-level agencies, government-affiliated agencies, central bodies of political organizations, the Supreme People’s Procuracy, the Supreme People’s Court, agencies of the National Assembly, central agencies of the Vietnam Fatherland Front, and the People’s Committees of provinces and centrally governed cities.
The framework identifies data-sharing and coordination platforms, as well as mechanisms for data connectivity between ministerial- and local-level information systems and databases with the National Data Center and the national shared data orchestration flow.
At the thematic seminar titled “Implementing Resolution No. 57-NQ/TW: Developing science, technology, innovation, and digital transformation for a sustainably developing Dong Nai,” held in October 2025, Dang Tung Anh, Deputy Director of the Technology and Digital Government Center under the National Digital Transformation Department, Ministry of Science and Technology, stated that the National Data Architecture Framework aims to outline an overarching digital architecture model for the country. The framework defines core shared components for agencies at all levels within the political system; ensures cybersecurity and information safety; facilitates connectivity, sharing, and the common use of resources and data; and supports socio-economic development while serving citizens and businesses. It also helps reduce costs through shared platforms and data, limits overlapping investments, enhances transparency through open data, strengthens accountability and social participation, and improves satisfaction levels among citizens and enterprises.
For localities, including Dong Nai, it is necessary to develop a provincial-level digital architecture framework. Local authorities must issue provincial digital architecture frameworks based on the national framework, focusing on connectivity with national databases and shared platforms, infrastructure review, and data standardization.
At the Southern Region digital transformation training conference held in Dong Nai in December 2025, Do Lap Hien, Acting Head of the Digital Services Division under the National Digital Transformation Department, Ministry of Science and Technology, emphasized that localities should prioritize resources for the development of science, technology, innovation, and digital transformation. He also underscored the need to improve the operational efficiency of local administrative procedure information systems, with citizens and businesses at the center of the digital transformation.
According to Do Lap Hien, the development and issuance of the National Data Architecture Framework represents a strategic milestone. The framework provides comprehensive guidance on structure, layering, technical standards, and data-sharing models for national, sectoral, and local databases, as well as for information systems operated by agencies across the political system. It aims to unify nationwide data architecture development.
Deploying intelligent operations systems
Digital infrastructure serves as the foundation for the transmission of information, data, and digital services, playing a pivotal role in the development of modern society. It also contributes significantly to advancing science and technology, innovation, and digital transformation across the province.
According to many experts, to effectively promote digital infrastructure alongside smart urban development, Dong Nai needs to focus on breakthrough initiatives. These include the development of smart industrial parks; the management of infrastructure, energy, and the environment; the expansion of digital technology services, e-commerce, and logistics linked to Long Thanh International Airport; and the management of urban infrastructure, particularly in newly developed metropolitan areas.
Nguyen Minh Quang, Deputy Director of the Department of Science and Technology, noted that in the coming period, Dong Nai province will continue to orient the expansion of 5G coverage efficiently and sustainably, prioritizing urban areas, industrial parks, high-tech zones, logistics centers, and localities with strong demand for digital technology applications. At the same time, the province will gradually study and prepare the necessary conditions to access and pilot next-generation telecommunications technologies, such as 6G in the future, in line with a strategy to develop a modern, secure, and synchronized digital infrastructure, thereby contributing to the promotion of socio-economic development in Dong Nai province.
In October 2025, the Dong Nai Provincial People’s Committee issued Decision No. 1958/QD-UBND promulgating the regulations on the management, operation, and exploitation of the Dong Nai provincial digital data repository. This decision provides a legal and institutional basis for the establishment of shared data across agencies and units within the province; open data serving citizens and businesses; and socio-economic data to support governance, administration, and the province’s socio-economic development.
The province is striving to put into operation a centralized intelligent monitoring and operations center incorporating artificial intelligence applications, while deploying intelligent operations systems across various sectors, including smart traffic management, smart healthcare, and smart agriculture.
According to the Dong Nai Department of Science and Technology, the relocation and installation of the provincial Intelligent Operations Center (IOC) system have been completed. The provincial IOC is located at the Provincial Public Administration Service Center in Tran Bien ward.
Regarding operational status, the center has completed the integration of data from Dong Nai’s administrative procedure processing information system, ensuring that the application programming interfaces (APIs) meet data requirements for handling administrative procedures under the two-tier local government model. The Department of Science and Technology, in coordination with relevant units, is adjusting the socio-economic reporting system (LRIS) previously used by Binh Phuoc province for deployment in Dong Nai province. At the same time, it is receiving API packages and progressively completing and synchronizing databases across the education, training, and healthcare sectors, as well as finalizing connectivity with the population database.
Nguyen Minh Quang, Deputy Director of the Department of Science and Technology, stated that the provincial IOC will continue to update the system with appropriate and practical features; further integrate existing camera feeds across the province into the security and traffic camera system; and connect and synchronize the databases of relevant departments and sectors into the overall system. These efforts are expected to enhance and optimize the operational effectiveness of the provincial Intelligent Operations Center.
