On the afternoon of January 16, Vo Tan Duc, Deputy Secretary of the Dong Nai Provincial Party Committee, chaired a working session with the Phuoc An Commune Party Committee to review the socio-economic situation and national defense and security in 2025, and to deploy tasks for 2026.

Attending the working session were Provincial Party Committee member and Standing Deputy Head of the Provincial Party Committee’s Organization Commission Bui Thi Yen; representatives of the leadership of the Provincial Party Committee Office, the Provincial Party Committee’s Commission for Information, Education and Mass Mobilization, and the departments of Finance, Agriculture and Environment, Construction, Home Affairs, and Health.

Chairing the reception and working session with the delegation was Do Huy Khanh, Secretary of the Phuoc An Commune Party Committee and Chairman of the Commune People’s Council.
Phuoc An Commune was newly established on the basis of the merger of three former communes: Long Tho, Vinh Thanh and Phuoc An. After coming into operation, the commune Party Committee set out 35 key targets across various fields; by the end of 2025, 33 targets had been achieved or exceeded.
Notably, state budget revenue reached nearly 84.2 billion VND, exceeding the plan by 421%; the number of poor households decreased by 24 out of 37 households, equivalent to a reduction rate of 64.86%, higher than the target of 59.5%. The work of Party member development reached 100% of the target; the proportion of Party members using the electronic Party member handbook application exceeded 93%. In particular, according to the 2025 ranking of the Commune- and Ward-level Administrative Reform Index, Phuoc An Commune was rated “excellent”, ranking 8th out of 95 communes and wards.

To ensure Phuoc An continues to develop after the merger, the commune leadership submitted a number of recommendations to the province.
Accordingly, the commune proposed that the Provincial People’s Committee promptly issue a decision adjusting the overall planning, providing a basis for the commune People’s Committee to implement the Phuoc An 2, Phuoc An 3 and Phuoc An 4 zoning plans to serve local socio-economic development, contributing to Dong Nai’s overall goal of double-digit economic growth. It also recommended that the Provincial People’s Committee soon approve the list of poor households in Phuoc An Commune as a basis for providing Tet support to poor and near-poor households in accordance with regulations. In addition, the Provincial People’s Committee was urged to promptly promulgate unit prices for domestic solid waste treatment by landfill method, serving as a basis for local bidding in compliance with regulations.
After the merger, the working facilities of the Phuoc An Commune People’s Committee have made use of the offices of the three former communes, which are located up to 25 km apart. This has caused difficulties for officials, civil servants and residents in commuting and handling administrative procedures. Therefore, the commune proposed that the province soon plan and invest in a centralized Commune Administrative Center.
Phuoc An Commune also recommended that the Provincial People’s Committee consider allocating funds for the maintenance and repair of the Martyrs’ Temple and related items, in order to better tap local potential advantages for tourism development, especially eco-tourism and “return to the roots” tourism.
Deputy Secretary of the Provincial Party Committee Vo Tan Duc acknowledged and commended the achievements of Phuoc An Commune in 2025. At the same time, he emphasized that Phuoc An is a commune with significant development potential and advantages. In the coming period, the Standing Committee of the Provincial Party Committee requested the Standing Board of the Commune Party Committee to focus on strong leadership and decisive direction to successfully fulfill the objectives, targets and tasks set out in the resolutions of the Commune Party Congress and the Provincial Party Congress for the 2025–2030 term. Efforts should continue to enhance the leadership capacity and combat strength of grassroots Party organizations, especially hamlet-level Party cells, with an emphasis on improving the quality of Party cell activities in connection with addressing practical grassroots issues.
The commune should effectively implement action plans for the 7 important resolutions of the Politburo on breakthroughs in developing science and technology, innovation and digital transformation; international integration in the new situation; innovation in law-making and law enforcement; development of the private economy; ensuring national energy security to 2030 with a vision to 2045; breakthroughs in education and training development; and a number of breakthrough solutions to strengthen the protection, care and improvement of people’s health.
It should be more proactive in preparing investment projects and site clearance, avoiding the concentration of workloads at the end of the year. Active coordination with departments and sectors is needed to accelerate the preparation and completion of adjustments to overall urban planning and commune-level planning, update provincial planning adjustments, enhance transport connectivity with neighboring localities, and attract investment into industrial parks and the Phuoc An Port logistics service zones.

Favorable conditions should be created for enterprises to maintain stable production and business operations, expand scale and create jobs for local workers. Efforts should be intensified to develop trade, services, logistics, warehousing, and services serving industry and daily life. Land funds, especially public land, must be strictly managed; land should be used for proper purposes and efficiently, creating clean land reserves to attract investment.
Administrative procedures should continue to be simplified, with improved quality in handling dossiers for citizens and businesses; digital transformation should be promoted, public services provided online, and a transparent, open and favorable investment environment created. Local authorities should proactively propose appropriate mechanisms and policies, bringing into play local autonomy.
The fight against crime should be strengthened, especially against criminal offenses, drug-related crimes, social evils and violations of law on security and order. Leadership should intensify patrols and controls to ensure absolute safety in key areas and locations, especially during holidays, Tet and the 14th National Party Congress; successfully organize elections of deputies to the 16th National Assembly and People’s Councils at all levels for the 2026–2031 term.
The Standing members of the Provincial Party Committee assigned the Party Committee of the Provincial People’s Committee to direct the study of the recommendations and proposals of the Phuoc An Commune Party Committee in order to develop appropriate policies, strengthen support for the commune to fulfill its set targets, and contribute to the province’s overall socio-economic development and national defense and security. For matters beyond its authority, reports and proposals should be submitted to the Standing members and the Standing Board of the Provincial Party Committee for consideration.
