Inter-sectoral cooperation agreement signed on credit policies to support agricultural and rural development

On January 28th, branches of the Vietnam Bank for Agriculture and Rural Development (Agribank) in Dong Nai province held a signing ceremony for an inter-sectoral agreement between Agribank branches in the province and the Dong Nai Provincial Farmers' Association and the Provincial Women's Union on credit policy for agriculture, rural areas, and farmers, in line with Government Decree No. 55/2015/ND-CP and Decree No. 156/2025/ND-CP on credit policies for agricultural and rural development.

Attending the conference were Huynh Thi Hang, Deputy Secretary of the Provincial Party Committee and Chairwoman of the Vietnam Fatherland Front Committee of Dong Nai province; Le Thi Thanh Loan, Provincial Party Committee member, Vice Chairwoman of the Provincial Vietnam Fatherland Front Committee and Chairwoman of the Dong Nai Women’s Union; Nguyen Xuan Cuong, Deputy Chief of the Provincial Party Committee Office; Nguyen Van Giang, Deputy Chairman in charge of the Dong Nai Farmers’ Association; Pham Quoc Bao, Deputy Director of the State Bank of Vietnam – Region 2 Branch; along with leaders of five Grade I Agribank branches in the area, including Agribank Dong Nai, Agribank North Dong Nai, Agribank South Dong Nai, Agribank Binh Phuoc, and Agribank West Binh Phuoc.

As of the end of 2025, the total mobilized capital of Agribank branches in Dong Nai exceeded VND 78.8 trillion, while total outstanding loans reached VND 91.7 trillion. Of this figure, loans for agricultural and rural development accounted for 72 percent of total outstanding credit extended by Agribank branches in Dong Nai.

In recent years, Agribank branches in Dong Nai have proactively coordinated with farmers’ associations and women’s unions at all levels across the province to expand credit access for households and individuals, supporting economic development, credit growth, and the provision of timely and comprehensive banking services. The operations of loan groups managed by these associations have effectively met members’ borrowing needs, while Agribank’s credit management has remained safe and efficient. As of the end of 2025, total outstanding loans issued through these loan groups in the province exceeded VND 327 billion.

Nguyen Trong Thang, Director of Agribank Dong Nai Branch and representative of Agribank branches in Dong Nai, stated that the event aims to review the results of implementing the previous cooperation agreement. He noted that the signing of a new agreement aligns with the two-tier local government model and the updated credit mechanisms and policies of the Party and the State for agricultural and rural development. Effective implementation of this new inter-sectoral agreement in the current period will contribute to local socio-economic development.

At the signing ceremony, the parties agreed to strengthen information sharing, exchange experience, and actively coordinate in implementing the agreement at the grassroots level, in line with each organization’s structure and operations. This undertaking aims to improve the effectiveness of credit programs for agriculture and rural development in Dong Nai, while facilitating access to loans for individuals, especially members of farmers’ associations and women’s unions, to support production, business, services, and consumption.
