On the morning of January 16, the 10th Dong Nai Provincial People’s Council held its ninth thematic session at the provincial convention centre. The meeting was jointly presided over by Alternate Member of the Party Central Committee, Standing Deputy Secretary of the Provincial Party Committee and Chairwoman of the Provincial People’s Council Ton Ngoc Hanh, together with Provincial Party Committee member and Vice Chairman of the Provincial People’s Council Tran Van Mi.

Attending the session were Nguyen Van Ut, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Committee; Huynh Thi Hang, Deputy Secretary of the Provincial Party Committee and Chairwoman of the Provincial Vietnam Fatherland Front; Vo Tan Duc, Deputy Secretary of the Provincial Party Committee; and Thai Bao, Deputy Secretary of the Provincial Party Committee and Head of the Provincial Party Committee’s Organization Commission.

At the session, Ton Ngoc Hanh, Alternate member of the Party Central Committee, Standing Deputy Secretary of the Dong Nai Provincial Party Committee and Chairwoman of the Provincial People’s Council, noted that the meeting would consider, discuss and decide on four major issues of great significance to the province’s infrastructure development, investment attraction and socio-economic growth.
Specifically, first, the Provincial People’s Council considered and passed a draft resolution designating the Ho Chi Minh City People’s Committee as the competent authority for the Thu Thiem-Long Thanh railway project under a public–private partnership (PPP) model. The project is regarded as a strategic transport corridor between Ho Chi Minh City and Dong Nai and, once operational, it is expected to provide seamless connectivity among major transport projects serving Tan Son Nhat and Long Thanh airports. Ton Ngoc Hanh underscored that the designation of a single competent authority is essential to establishing a clear legal framework and ensuring the project is implemented in a coordinated, lawful and effective manner.
Second, the Provincial People’s Council considered including the Ho Chi Minh City’s Ring Road 4 project in Dong Nai’s 2026 public investment plan. The inter-regional transport project is seen as critical to completing strategic infrastructure networks, enhancing inter-provincial connectivity, easing congestion and opening up new development space for Dong Nai and the southern key economic zone.
Third, the Council considered and decided on the policy of converting forest land to other purposes to enable the construction of rainwater and wastewater drainage systems outside the fence of the expanded Minh Hung Sikico Industrial Park. Ton Ngoc Hanh noted that the move is vital to ensuring adequate technical infrastructure and environmental protection, serving industrial development associated with meeting requirements for the economical, efficient, and lawful use of forest resources.
Fourth, a resolution was adopted to update the list of works and projects requiring land acquisition in Dong Nai Province (first 2026 amendment), ensuring land clearance keeps pace with the rollout of projects critical to the province’s socio-economic development.
Ton Ngoc Hanh, Standing Deputy Secretary of the Dong Nai Provincial Party Committee and Chairwoman of the Provincial People’s Council, stressed that the matters submitted to the session have wide-ranging impacts and demand high standards of legality, feasibility and public consensus. She called on the Provincial People’s Council deputies to uphold a strong sense of responsibility and engage constructively in discussions, alongside reviewing submissions, draft resolutions and appraisal reports from the Council’s Economic and Budget Committee, before casting their votes on key provincial issues. The decisions, she noted, will provide an essential legal basis for the provincial administration to steer and manage affairs effectively and respond promptly to local priorities in the period ahead.

At the session, based on the submissions from the provincial People’s Committee and verification reports from its committees, the Provincial People’s Council considered, reached consensus and adopted four major resolutions.
The resolutions cover the designation of the Ho Chi Minh City People’s Committee as the competent authority for the Thu Thiem–Long Thanh railway project under a public–private partnership (PPP) model. They also include the inclusion of the Ho Chi Minh City’s Ring Road 4 project in Dong Nai’s 2026 public investment plan. Another resolution approves the conversion of forest land for the construction of rainwater and wastewater drainage facilities outside the fence of the expanded Minh Hung–Sikico Industrial Park. The package further updates the list of projects subject to land acquisition in Dong Nai Province (first 2026 amendment).
The Provincial People’s Council Chairwoman Ton Ngoc Hanh emphasised that the resolutions adopted at the session provide an essential legal foundation for the Provincial People’s Committee and relevant agencies to launch the implementation. She noted that they are intended to remove difficulties and mobilise investment resources, contributing to realizing the targets of double-digit growth, stronger budget revenues, sustained socio-economic development and improved living standards.
Ton Ngoc Hanh called on the Provincial People’s Committee to urgently draw up implementation plans and roll out the People’s Council resolutions in a proactive and decisive manner, in full compliance with the law. She also urged stronger information and communication efforts to build public consensus.

Ton Ngoc Hanh further urged the Standing Committee of the Provincial People’s Council, its committees, delegations of the Provincial People’s Council deputies, and individual deputies to maintain close oversight of how the adopted resolutions are carried out, and to put forward timely recommendations and solutions to ensure the effectiveness and efficiency of the Provincial People’s Council’s resolutions.
