Dong Nai is one of the country’s major industrial hubs, so the industrial sector has been identified by the province as a priority in the roadmap for emissions reduction and the promotion of green growth. At present, the province’s pillar economy is required to both maintain its growth rate and ensure sustainable development.

Many experts, enterprises and managers have shared experiences, exchanged views and proposed solutions to help the province realize this dual objective.
When enterprises get involved
Over the past two years, Dong Nai has organized numerous conferences and seminars on green growth, environmental protection and sustainable development. At these events, many practical opinions from experts, scientists and enterprises have been put forward to clarify directions and implementation solutions.
At a seminar held in late December 2025, Nguyen Anh Tuan, Vice Chairman of the Vietnam Energy Association, said that Dong Nai has many outstanding advantages to realize green growth goals, especially in renewable energy. First, the province has a large number of IPs with high occupancy rates, which is favorable for installing rooftop solar power systems. The province is also among localities with relatively high sunshine hours and solar radiation, an advantage in attracting investment in renewable energy projects. Another reason is that export markets are increasingly tightening environmental and emissions standards.
From this analysis, Nguyen Anh Tuan said that Dong Nai needs to continue improving mechanisms and policies in a stable and clear direction; create a favorable legal corridor for the development of rooftop solar power in IPs, while linking renewable energy development with the roadmap to transform IPs toward green and eco-industrial models.
At a talk show previously organized by Dong Nai Newspaper and Radio, Television, a representative of Nestle Group said the enterprise is focusing resources on two main groups of actions to fulfill its commitment to sustainable development and emissions reduction. The first group is promoting the transition to regenerative agriculture, implementing agroforestry tree-planting projects in the sustainable coffee production chain. The second group is minimizing emissions during the production process.
Roadmap for reducing greenhouse gas emissions in Dong Nai’s industrial sector: From 2025 to 2030, it is expected to reduce greenhouse gas emissions by 20%; and down by 45% from 2030 to 2035; from 2035 to 2045, the province aims to achieve carbon neutrality; and reach net-zero greenhouse gas emissions by 2050.
Nestle Group recommended that the province soon issue specific guidelines on greenhouse gas inventories, measurement, reporting and verification of emissions reduction results, thereby helping enterprises be more proactive in their green transition roadmap. At the same time, there should be mechanisms to encourage enterprises to invest in emissions reduction programs and projects, and to strengthen dialogue and listen to feedback from the business community so that policies are closer to reality.
Many foreign partners are also interested and wish to accompany Dong Nai on its green growth roadmap.
Koizumi Yoji, Director of the Future City Promotion Division, Urban Planning Bureau of Kobe City (Japan), said that Kobe is currently focusing on emissions reduction in three main areas: industry, households and business services, with six key solution groups: promoting decarbonized lifestyle transition, developing hydrogen energy, expanding the use of electric vehicles, expanding renewable energy, decarbonizing industry, and absorbing and fixing CO₂. Kobe City is ready to share experience and strengthen cooperation with Dong Nai in developing technology, infrastructure and low-carbon emission models.
In the field of environmental technology, Jiang Ziho, Chairman of the Board of Directors of Jiangsu Binuo Environmental Technology Co., Ltd. (China), said the enterprise has strengths in wastewater treatment, emissions reduction in agriculture, development of green IPs and circular economy models. The company wishes to cooperate with Dong Nai in research, technology transfer and application of environmental technologies, especially in IPs, to enable waste circulation, save resources and reduce environmental pollution.
The pillar economic sector takes the lead
As one of the country’s major industrial centers, this sector has also been identified by the province as taking the lead in the roadmap for emissions reduction and the promotion of green growth. To concretize this goal, in early 2024, the Provincial People’s Committee issued the Carbon Emissions Reduction Scheme to 2030, with a vision to 2050, together with an implementation plan for its components.
Pham Viet Phuong, Deputy Head in charge of the Dong Nai Economic and Industrial Zones Authority, said the unit is developing a plan to transform existing IPs toward green and eco-industrial parks by 2030, with a vision to 2050. Based on this plan and the emissions reduction scheme, the province aims to form a system of green and eco-industrial parks integrating digital transformation and green transition. This will promote sustainable economic growth, enhance competitiveness and gradually realize the target of net-zero emissions by 2050.
Member of the Provincial Party Committee and Vice Chairman of Dong Nai People’s Committee Ho Van Ha said that in the 2026–2030 period, Dong Nai targets double-digit economic growth, in which industry continues to play a pillar role. Therefore, developing industry in a green and sustainable direction is not only an inevitable requirement but also the foundation for the province to grow rapidly while effectively implementing emissions reduction commitments in the spirit of COP26.
Under this orientation, the province will review and classify existing IPs to build appropriate transformation roadmaps, prioritizing parks with relatively synchronized infrastructure, high occupancy rates and many enterprises ready to participate in the green transition. For new IPs, green and eco criteria will be integrated from the planning stage, selection of infrastructure investors to the attraction of secondary projects. At the same time, projects using outdated technologies, consuming large amounts of energy and posing high pollution risks will be strictly screened out, while priority will be given to high-tech industries, supporting industries, green industries and projects with clear commitments to environmental protection and greenhouse gas emissions reduction.
The province attaches importance to the application of science and technology and digital transformation in industrial environmental management. Specifically, it will promote the application of automatic monitoring systems for wastewater and exhaust gas at IPs; and gradually form a digital environmental database to serve management, forecasting and early warning of pollution risks. In addition, the province focuses on mobilizing green financial resources for projects on energy efficiency, renewable energy, circular economy and environmental technologies, creating a solid foundation for long-term green growth goals.
